Description
QUESTIONS AND ANSWERS Q1. Criterion 1 - Specialized Experience lists only Sections F and H. Does this mean that information presented in Section G will not be considered? A1. We will consider information in Section G as it pertains to the 10 example projects submitted. Q2. Criterion 2 “ Professional Qualifications lists only Sections E, F, and G. Does this mean that information relative to Professional Qualifications presented in Section H will not be considered? A2. No, we will also evaluate Professional Qualifications submitted in Section H. Q3. Criterion 3 “ Past Performance states that śEvaluating past performance and experience will include information provided on Past Performance Questionnaires (PPQs) for Criterion 1 projects and may include other information provided by the firm, customer inquiries, Government databases, and other information available to the Government (including contacts with points-of-contact provided in other criteria). ť Are PPQs required for each project, or may we submit ACASS ratings or CPARS ratings? A3. Yes, PPQs are required for each project. No, do not submit ACASS or CPARS ratings. Q4. Are submitted PPQs to be included in Section H? Are they part of the 70 page limit? A4. No, please submit the PPQs as an attachment. They are not part of the 70 page limit. Q5. For a Criterion 1 Project that addresses a large IDIQ Contract with several Task Orders, is it possible to submit more than one PPQ (i.e., a PPQ from the Program Manager as well as PPQs from 1 or more Task Order Managers under that IDIQ)? A5. Yes, you may submit up to two PPQs per project for IDIQ contracts. Q6. Criterion 8 “ Small Business Goals requires large businesses to submit a draft Small Business Subcontracting Plan per the attached template. Is this to be included in Section H? Is the draft Plan part of the 70 page limit? A6. No, please submit the Small Business Subcontracting Plan as an attachment. It is not part of the 70 page limit. Q7. The Submission Requirements paragraph limits the number of pages that will be considered to 70 single-sided pages. Are we allowed to insert tab dividers to separate the sections? If so, will the tabs count against the 70 page limit? A7. Yes, tab dividers are permitted. They will not count against the 70 page limit. Q8. The Submission Requirements paragraph requires submission of six CDs with the document in a Microsoft file (.doc or.xls). This.doc file will be quite large with the included graphics and photos. Is it possible to submit a.pdf rather than a.doc file? Or, can we have separate.doc files for each SF330 section? A8. Graphics/photos may be submitted in.pdf; however, the text must be submitted in a Microsoft file (.doc or.xls format). Q9. Would NAVFAC like to specify which version of Microsoft Office software offerors should use? A9. Please use a version that is compatible with Microsoft Office 2010. Q10. The Submission Requirements paragraph requires proof that our śfirm is permitted by law to practice the professions of architecture or engineering ť. If we are submitting as a Joint Venture, is it sufficient to show that each JV partner is so licensed? A10. Yes. Q11. Are you requiring this for each state listed in the solicitation, or for only one state? A11. Yes, please provide proof that your firm is permitted by law to practice the professions of architecture or engineering in all states listed (i.e. state registration number, a brief explanation of the firm ™s licensing in states that do not register firms, etc.).
