Description
Performance Work Statement for Communications Security (COMSEC) Managers Sources Sought Thailand COMSEC Wright-Patterson Air Force Base OH an ticipates a competitive acquisition to provide Communication Security (COMSEC) and Custodians/Managers with the work to be performed by the contractor in the country of Thailand This contract provides COMSEC managerial support for Thailand and will be funded through Foreign Military Sales (FMS) Case TH-D-QCZ. COMSEC managers will be in support of DOD provided COMSEC equipment and material released to the Thailand Ministry of Defense ( MOD) in support of the USAF Pacific Command (PACOM) validated interoperability programs that interface with the JUSMAGTHAI via US Embassy - Classified Pouch Room, the National Security Agency (NSA), the Department of the Air Force Security Assistance and Cooperation Directorate (AFSAC), as well as other agencies/offices as deemed necessary. Contractor personnel shall perform central receiving, temporary storage, and transfer services for DOD-provided COMSEC equipment, COMSEC documents, keying and other COMSEC related materials from U.S. COMSEC National Distribution Authorities (i.e. National Security Agency (NSA), or where the material/equipment will be received from) to/from the Thailand MOD to the appropriate U.S. National Distribution Authorities (NDA). Contractor personnel shall report to PACOMJ65 for coordination and instructions on all issues concerning COMSEC equipment, keys/keymat, and associated programs released to Thailand MOD. Additionally, contractor personnel will coordinate any cryptographic key material and equipment issues with PACOMJ65. The expected Period of Performance will be one (1) base year plus two (2) option years. Any information submitted by respondents to this sources sought synopsis is voluntary. This Sources Sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not be individually notified of the results of any government assessments. Information is being collected from all potential sources at this time. Firms responding should indicate whether they are other than a small business, small business, small disadvantaged business (SDB), woman-owned small business (WOSB), Economically-Disadvantaged Women-Owned small business (EDWOSB), 8(a)-certified business, service-disabled veteran-owned small business (SDVOSB), veteran-owned small business (VOSB), or Historically Underutilized Business small business (HUBZONE). The North American Industry Classification System (NAICS) code for this action is 541513 (Computer Facilities Management Services) with a size standard of $27.5M. All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a DoD contract. No set-aside decision has been made. Note that a key factor in determining an acquisition to be a Small Business Set Aside is that small business prime contractors must perform at least 50% of the effort, as defined in Federal Acquisition Regulation (FAR) clause 52.219-14. Capabilities Package. All interested firms should submit a package that outlines their capability to provide the required service. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. Recent and relevant experience in COMSEC should be provided. Recent, relevant experience is defined as performance of the same or similar projects within the previous three (3) years. If any subcontracts are to be used, respondents will provide the anticipated percentage of effort to be subcontracted and whether small or other than small businesses will be used. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. Interested firms may submit resumes of key personnel. Resume pages will NOT be considered part of the overall page count but firms are encouraged to keep submitted resumes to one page each. The response must not exceed 15 pages. All correspondence sent via email shall contain a subject line that reads "Communication Security (COMSEC) and Custodians/Manager for Thailand." If this subject line is not included, the email may not get through email filters at Wright-Patterson AFB. Filters are designed to delete emails without a subject or with a suspicious subject or attachments. Attachments with files ending in.zip or.exe are not allowable and will be deleted. Ensure only.pdf,.doc, or.xls documents are attached to your email.
