- Construction Project entitled Little Goose Digital Governor Upgrade. This will be a firm fixed-price construction contract located at Little Goose Lock and Dam (Columbia County, Washington). Estimated construction magnitude is between $1,000,000 and $5,000,000; and 100% performance and payment bonds will be required. The period of performance is anticipated to be between 29 April 2015 and 11 March 2016. Summary Scope of Work: Digital governor upgrades are required on all six main hydropower units of Little Goose Hydroelectric Power Plant, located in Starbuck, WA. Individual main unit capacity is 135 megawatts (MW) for a total powerhouse capacity of 810 MW. All six main units are Kaplan type with adjustable turbine blades. There are two families of hydropower units at Little Goose powerhouse, both utilizing adjustable turbine blades. Units 1 through 3 utilize mechanical actuator type governors manufactured by Pelton and were completed in 1970. Units 4 through 6 utilize electrical analog actuator type governors manufactured by Woodward and were completed in 1978. All six units have original governors with proportional, integral, and derivative (PID) control for both the gate and blade servomotors. The governors control unit speed by operating wicket gates through a combination of hydraulic, mechanical and electrical means. The governors control blade pitch by adjusting blade angle through a combination of hydraulic, mechanical, and electrical means. Unit 1 through 3 governor speed reference is generated by a permanent magnet generator (PMG) whereas unit 4 through 6 governor speed reference is generated by a speed signal generator (SSG). Digital governor equipment has already been procured and shall be provided under this contract as Government Furnished Equipment (GFE) for contractor installation. Installation plans and specifications contain prescriptive and performance requirements for the installation and testing of GFE digital governor equipment and include detailed wiring for Unit 2 and Unit 5. The contractor will perform the detailed wiring for Unit 1 and Unit 3 similar to Unit 2 and detailed wiring for Unit 4 and Unit 6 similar to Unit 5. The Contractor will perform the removal of the existing governor components and the installation of the new GFE digital governors. General Work As part of the digital governor installation work, a front panel of the actuator cabinet will be removed and replaced with a new governor cabinet with a GFE Human Machine Interface (HMI). An additional GFE HMI will be installed in the control room and will be capable of controlling all six units. As part of the digital governor upgrade, the new digital governor controller will replace the hardwired relay logic for automatic unit start/stop sequencing. The start sequence will bring the unit to speed-no-load, and the stop sequence will shutdown the unit after the breaker has been opened. The governor will include automatic, semiautomatic, and manual starting. Upon completion of all demolition work within the governor actuator cabinets, the interior surfaces will be stripped and repainted. Solicitation Number W912EF-15-R-0006 will be posted to the FBO website on or about January 28, 2015. The solicitation will be a Request for Proposal using the Lowest Priced Technically Acceptable method. Evaluation criteria will be contained in the solicitation. Proposals will be due no sooner than 30 calendar days after actual solicitation issuance date. The solicitation is unrestricted and open to both large and small business concerns. The NAICS code for this procurement is 238210. The small business size standard for this NAICS code is $15,000,000 in average annual receipts.
