- 15RJQ83_syn N00164-15-R-JQ83 - SOLE SOURCE - BLACK OPAL DISPLAY AND BRACKET ASSEMBLY (DBA) SPARES AND NON-WARRANTY REPAIRS - FSC 58 - NAICS 333314 Anticipated Issue Date: 24 FEB 2015 - Closing Date: 16 APR 2015 - 2:00 PM EDT This solicitation is being posted to the Federal Business Opportunities (FBO) page located at http:/www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane has a requirement for Black Opal Display and Bracket Assembly (DBA) Spares, Non-Warranty Repairs and failure analysis, compatible with support systems for the Long Range - Ground Mobility Visual Augmentation System (LR-GMVAS), Maritime Forward Looking Infrared (MARFLIR), High Performance Mobility FLIR (HPMF) and Combatant Craft Forward Looking Infrared (CCFLIR) systems. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with one source, Laserdyne Pty Limited, 17 Production Avenue, Ernest, Queensland 4214, Australia, under authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This is being sole sourced because the Government does not possess a complete technical data package to compete this action. A competitive procurement approach would require extensive cost duplication for non-recurring engineering, product validation and an unacceptable delay in schedule to meet requirement needs. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. All changes that occur prior to the closing date will be posted to the FedBizOpps website. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and /or award.
