Description
SOW for Findings and Recommendation Report for Evaluation of Small Arms Range Ventilation System, Building 1260 March ARB NOTICE OF INTENT TO AWARD SOLE SOURCE REQUIREMENT Contracting Office : 452 nd Operational Contracting Office at March Air Reserve Base California Intentions : March ARB has a requirement to investigate, evaluate, identify and provide detailed recommendations for the Small Arms Indoor Firing Range Building 1290 ventilation system inability to properly provide adequate air flow at all stations at all firing lanes and meet the required specifications, specifically ETL11-18 requirements. The Government intends to award a sole source firm fixed price contract to Carey's Heating and Air Conditioning, Inc. 8201 W 183 rd St., Unit B, Tinley Park, IL 60487-9208, who, thru market research, was the only contractor found capable of providing the required services. The anticipated period of performance for this effort shall be 74 days from the date of award. Justification : The required service to investigate, evaluate, identify the causes of the malfunction and provide detailed recommendations to cure the ineffective Small Arms Indoor Firing Range ventilation system are only reasonably available from one single source under the authority of FAR 13.106-1(b). An urgent and compelling need exists to resolve the inadequate Small Arms Firing Range ventilation system. This facility is used to train and certify March Air Reserve Base and Los Angeles Air Force Base security forces, but has yet to be utilized solely due to the ineffective ventilation. Repeated attempts to effectively repair the ventilation system have failed. Time is of the essence due to the noted increase in terrorism and international events. Market research was conducted which revealed only one business, Carey's Heating & Air Conditioning was found with this type of requisite experience in the specialized ventilation system of small arms indoor firing ranges within the required timeframe. This notice of intent is not a request for competitive quotes; however, the Government will consider all quotes received within 5 days after the date of publication of this synopsis. Quotes received will be used to determine if qualified sources are available, and may result to open this requirement for competition.
