Description
This will be a construction IDIQ for repair and alteration (R&A) services that includes design build for eight geographic zones within the Pacific Region which include the states of Arizona, California, Hawaii and Nevada and award up to five (5) contracts per zone for the eight zones as identified below: Zone 1 represents the entire state of Arizona. Zone 2 represents the following counties in Northern California I: Alameda, Contra Costa, Del Norte, Humboldt, Lake, Marin, Mendocino, Napa, San Francisco, San Mateo, Solano, Sonoma and Trinity. Zone 3 represents the following counties in Northern California II: Alpine, Amador, Butte, Calaveras, Colusa, El Dorado, Glenn, Lassen, Modoc, Mono, Nevada, Placer, Plumas, Sacramento, San Joaquin, Shasta, Sierra, Siskiyou, Sutter, Tehama, Tuolumne, Yolo and Yuba. This zone also includes city of Reno, Nevada and Washoe County. Zone 4 represents the following counties in Central Valley California: Fresno, Inyo, Kern, Kings, Madera, Mariposa, Merced, Monterey, Santa Clara, Santa Cruz, San Benito, San Luis Obispo, Stanislaus and Tulare. Zone 5 represents the following counties in Southern California I: Los Angeles, Orange, Riverside, San Bernardino, Santa Barbara and Ventura. Zone 6 represents the following counties in Southern California II: Imperial and San Diego. Zone 7 represents the entire state of Hawaii. Zone 8 represents the entire state of Nevada with the exception of city of Reno and Washoe County. The contracts will include repairs, alterations, renovations, and occasional new construction to various Government-owned and leased buildings within the zones identified above under task orders. In addition, some orders may include the requirement to provide design capability in the form of, but not limited to, drawings or sketches to describe proposed repair and alteration projects and to provide descriptions or specifications for proposed materials or equipment. Typically services will consist of some or all of the following: Modifications to architectural components including but not limited to ceilings, walls, floors (including access floor systems), roofing systems, millwork, and wall coverings. Work will also include modifications and replacement of mechanical systems to include but not limited to air handling units, chillers, boilers, ductwork systems and accessories, piping systems including pumps, HVAC system controls, fire protection sprinkler systems and accessories, and plumbing equipment/accessories. Work also includes electrical systems to include but not limited to: lighting systems, primary and secondary power distribution systems and transformers. Special competencies will be required for any work involving membrane roofing, asbestos abatement, PCB removal and/or elevator work. Acquisition Information: This acquisition is proceeding as a Request for Proposals (RFP) using the Best Value Trade-Off Method. This RFP is a Competitive Small Business Set-Aside The estimated cost range is between $2,000.00 and $1,600,000 for each task order. The aggregate not-to-exceed value amount for each contract is $5 million. The period of performance for each contract is five years. This Procurement will be conducted under FSC Code Z2AZ, NAICS Code: 236220, Commercial and Institutional Building Construction. The size standard for this NAICS code is $36,500,000. Information about the time and location of the pre-proposal conference will be found in the solicitation. It is anticipated that the RFP will be issued on or about February 2, 2015, for downloading at the Government's website at http://www.fedbizopps.gov/. No paper copies will be issued. Specific date(s) and time(s) will be identified in the Request for Proposal. OFFERORS ARE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELED OR REVISED AT ANY TIME DURING THE SOLICITATION, SELECTION, EVALUATION, NEGOTIATION AND/OR FINAL AWARD PROCESS. ORDERING SOLICITATION: Plans and specifications will NOT be provided in hard paper copy or CD-ROM format. The solicitation and all amendments for this acquisition will be posted on a secure Government website known as FedBizOpps (www.fbo.gov) once the RFP is issued. Viewing/downloading documents from FedBizOpps will require prior registration in System for Award Management (www.sam.gov). If you are a first-time FedBizOpps user, you will also be required to register in FedBizOpps (www.fbo.gov) before accessing the RFP documents. To register, click on the Register Now button in the Vendors Block and follow the instructions. Once registered with FedBizOpps, interested parties will then be able to log in and access the RFP documents. Important Note: Solicitation documents can be accessed ONLY via FedBizOpps. The only PLAN-HOLDER'S/BIDDER'S LIST now available is via FedBizOpps. When viewing the Pre-solicitation Notice, you will click on the 'ADD ME TO INTERESTED VENDORS' to enter your information. This function does not, however, allow you to identify yourself as a Prime or Sub. It is recommended that you identify your category in parentheses at the end of your company name. For example: ABC Construction (Prime/Sub). IT IS THE RESPONSIBILITY OF THE CONTRACTOR TO CHECK FEDBIZOPPS FREQUENTLY FOR ANY AMENDMENTS OR CHANGES TO THE SOLICITATION.
