- Draft DD 254 Environment Document Draft PWS Washington Headquarters Service (WHS) intends to solicit on a sole source basis under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c) (3), as implemented by FAR 6.302-3(a) (2) (ii), Industrial mobilization; engineering, developmental, or research capability; or expert services to contract to Georgia Tech Applied Research Corporation (GTARC), 505 10th Street, NW Atlanta, GA 30332-0420, CAGE: 1FEZ4. This action is to award a Hybrid; Firm Fix Price (FFP) and, cost-plus-fixed-fee (CPFF) contract to a non-profit educational research institution, Georgia Tech Research Institute (GTRI), a University Affiliated Research Center (UARC), to support WHS Enterprise Information Technology Services Directorate (EITSD) Information Technology services Special Programs requirements. The period of performance will be a base period of 12 months, with one 12 month option, totaling 2 years (24 months). GTRI will provide core competencies of research, development, and engineering work; state-of-the-art proof-of-concept capability assessment, design, development, testing, and fielding of compartmented IT systems and multi-level security technologies with a focus on creating synergy and synchronizing capabilities across the compartmented and Special Access Program (SAP) information security environments; and to participate in future DoD technology initiatives. More specifically, this award will include the continued research, development, operations, engineering, as required, to deliver, maintain, and continually improve the state-of-the-art information systems supporting the Office of the Secretary of Defense (OSD) SAP community. This includes supplies and services to refine, improve and deliver a rapidly deployable set of compartmented (Protection Level (PL) 3-like) secure web applications known as the Secure Integration Cloud (SIC) within the encompassing system architecture, OSD Secure Web Services (SWS). The Contractor will develop and deliver technical methods and means for OSD and other DoD and Intelligence Community (IC) users to access, utilize, evolve and standardize OSD systems and processes so that subsequent IT modernization throughout the DoD, IC and Government industry partners can deploy efficiently. The Contractor will continue to provide, scale and improve a Virtual Secure Desktop (VSD) and Rapid Deployment Node (RDN) peripherals that allows users to access SWS. The Contractor will continue to provide and improve compartmented (PL-2 like) Secure Cloud Services (SCS) to the SWS framework for overall SWS sustainability and system administration and monitoring capabilities for work flow, system access, networking, auditing, etc. The Contractor will continue to support the consolidation of other OSD SAP networks into SIC and SWS and migrate data and integrate services, as required. The Contractor will continue to integrate various Government-approved authoritative data sources to interoperate with SIC and SWS. In addition, the Contractor will provide operation and maintenance services that include, at a minimum, helpdesk support, system administration; authorization, certification and accreditation, and data backup (See attached Draft Performance Work Statement dated 11 January 2015 for more details). This notice of intent is not a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with in the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their capabilities by responding to this requirement, no later than 11:00 pm EST, January 26, 2015. All information submitted should support the offerors capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offerors bona fide capability to provide these items.
