- Notice type: Sources Sought Posting date: January 9, 2015 Response date: January 23, 2015 NAICS code: 212319 FSC: 5680 Sources Sought Number W912EF-15-R-SS17 This announcement constitutes a Sources Sought Synopsis (market survey). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The U.S. Army Corps of Engineers, Walla Walla District is seeking small business sources for a service requirement entitled: quote mark Jackson Levee Riprap Supply, 2015-2019 quote mark. This will be an Indefinite Delivery-Indefinite Quantity (IDIQ) supply contract. The purpose of this sources sought is to determine interest and capability of potential qualified small businesses relative to the North American Industry Classification code (NAICS) 212319. The Small Business Size Standard for this NAICS code is 500 employees. To make an appropriate acquisition decision for this project, the Government may use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement will depend on the responses to this sources sought synopsis. The purpose of this contract is to provide riprap stone to support the Jackson Hole Levee Project. Contractor will supply a minimum of 2,000 tons of riprap, with the Corps of Engineers holding options to purchase up to an additional 23,000 tons of riprap, on an annual basis. Riprap supplied in this contract is to be delivered to one of five riprap storage sites within the Jackson Project. The five stockpile sites are: 1) The Walton Quarry storage site, approximately 5 miles from the town of Wilson, WY at Section 7, Township 41 North, Range 116 West 2) Taylor Creek, Section 23, Township 40 North, Range 117 West 3) WYDOT, Section 36, Township 42 North, Range 117 West (adjacent to Hwy 390) 4) Moulton, Section 21, Township 42 North, Range 117 West 5) Imeson, Section 11, Township 40 North, Range 117 West There is an additional option to allow delivery to remote sites on the Project levees to support levee maintenance operations. Upon request by the Corps of Engineers Representative, the contractor will support up to three gradation tests of supplied riprap per contract year. Stone supplied under this contract should be sized from 75 to 3,000 pounds with an average weight of 500 pounds, and should be natural rock, with high density, good durability, low porosity, good freeze-thaw resistance, and angular geometry. Rock must come from a state approved source and be clean of dirt and debris. Contractor will typically deliver rock to sites between 15 August and 15 November of any contract year, to avoid impacts to bald eagles and migratory birds, and the onset of winter. The Corps of Engineers may, after coordination with Wyoming Game and Fish and the Fish and Wildlife Service, require delivery to contracted sites earlier than 15 August. The contractor will be responsible for shipping between the rock source and the contracted delivery site. The contractor must stockpile rock in accordance with the plans and specifications, making efforts to avoid breakage of rock. Contractor must own and operate sufficient trucking to demonstrate capability to transport 51% of contract requirements, or approximately 12,750 tons of rock, in a three month work window. Experience shows this trucking requirement to be 3 trucks capable of hauling 25 tons per load. The remainder of the trucking requirement may be completed by a subcontractor. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS (1) Your intent to submit a quote for this project when it is formally advertised (2) Name of firm with address, phone and point of contact. (3) CAGE Code, DUNS number or a copy of your System for Award Management (SAM) information (4) Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work. Verification of equipment: a minimum of three tractor/trailer or truck/pup combinations capable of transporting 25 tons of riprap. Firms responding to this sources sought synopsis, who fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this sources sought synopsis.
