Description
Service Contract Clauses 1. SCOPE OF WORK: Contract work shall encompass the following items of work as described in these specifications. This summary is not all-inclusive and delineates only those work items deemed as major to the contract. Ancillary work items not listed below, though necessary to attain the completed project, shall be included in the contract. Specifically, the contractor shall: 1.1 All work shall be performed in accordance with; The International Building Code, Plumbing Code, HVAC Code, NFPA 70 and ASHRAE 2012 code editions. 1.2 Provide and install the following components for a complete system: A. Piping for building 68285 - Removal of all piping insulation and heating tapes on all pipes in the crawl space. Install new insulation and heating tapes to all piping under building 68285. Insulation and piping shall be replaced with new thermostatically controlled pipe heating system. The insulation shall be rated for this zone. The heating tape shall terminate on opposite sides of the building. The contractor shall provide two (2) 20 Amp circuits (one for each set of tape) from the existing panel in the IMB. Contractor will ensure that enough power is available for new thermostatically controlled electric pipe heating system and that such system is in accordance with NFPA 70 National Electrical Code. B. Skirting for building 68285 - Removal of current skirting on building and installation of new skirting. The new skirting shall consist of treated 2 x 4 lumber, 7/16" OSB, weather barrier, 2" thick rigid foam insulation with a minimum R-13. The new skirting shall have a vertical ribbed vinyl siding of a color to closely match the existing siding. Fasteners that are used for the installation shall be rated for the materials to be used. Provide and install two (2) access panels for means of entry and egress to the crawl space. Place the access panels at opposite ends of the space at locations for easy access. C. Crawl space floor, building 68285- Clean out and remove excess materials and stored items from the space under the IMB in preparation for the installation of a vapor barrier. Install a 6 mil Poly sheet vapor barrier to prevent the ground moisture from entering the crawl space. Lap the barrier a minimum of 12 inches and seal with tape appropriate for the material. Anchor the barrier material to the perimeter of the skirting structure. Provide one (1) 4' x 4' x 7/16" panel of OSB over the barrier at each of the access panels to protect the barrier from damage during entry and exit for routine inspection of the crawl space.   SECTION 01020 COORDINATION 1. INTERFERENCE WITH COAST GUARD OPERATIONS: Accomplish work in a manner that causes minimal impact on normal operations. 2. Site Visit: a. site visit prior to proposal is required On site point of Contact: b. MK1 Edwar Uceta (716) 843-9560 3. GOVERNMENT FACILITIES AND UTILITIES: Electrical power is available on the site. Telephone services will be available for use by the contractor. Restrooms will also be available on the main building bottom floor (11507). 4. MATERIALS AND LOCATIONS: 1. Materials shall be delivered to the jobsite in their original unopened packages, clearly marked with the manufacturer's name, brand name, and description of contents. Storage shall be in accordance with manufacturer's recommendations. 2. Contractor is required to comply with local VOC laws and regulations. All subject Material Safety Data Sheets shall be available upon request. 5. SCHEDULE OF WORK: Upon arrival and completion of the workday the contractor must check in and out onboard Station Buffalo. Completion of work shall be accomplished within 30 Calendar days from receipt of notice to proceed. Normal work hours are 7:30 am to 5:00 pm. Weekends will be available. Alternate work hours must be approved by the Contracting Officer. SECTION 01030 SAFETY PROGRAM 1. GENERAL: The Contractor is wholly responsible for work site safety. The Contractor shall implement a safety program that protects the lives and health of personnel in the construction area, prevents damage to property, and avoids work interruptions. To accomplish this end, the Contractor shall provide appropriate safety barricades, signs, signal lights, etc. as well as complying with the requirements of all Federal, State and Local safety laws, rules and regulations. 2. Workmen shall wear proper personal protective equipment when required by Federal, State and Local safety laws. SECTION 01040 GENERAL CLEANUP & SITE RESTORATION OF WORK AREAS 1. GENERAL: The Contractor shall remove and properly dispose of all trash and debris incidental to the contract work, from the limits of government property, as well as all adjacent affected areas. Station Buffalo will keep all metal materials removed from buildings. The Contracting Officer Technical Representative shall determine the extent and interval of these cleanups. 2. SITE RESTORATION: If at any time while performing the contract the Contractor causes damage or destruction to any portion of any Government facility or grounds; e.g., bulkheads, pavement, lawns, shrubbery, etc., it shall be the Contractor's responsibility to replace and/or restore the damage as approved by the Contracting Officer's Technical Representative at no additional cost to the Government. 3. POST CONSTRUCTION CLEANUP: Upon completion of the job, the Contractor shall clean up the job site, returning it to a state of cleanliness equal to or exceeding that in which it was found. The Contractor shall properly dispose of any trash, extra materials, dirt, debris, or other litter that remains as well, with the exception of the old metal materials removed from the buildings. All metal materials removed from Station Buffalo buildings (11507 and 68285) will remain at STA Buffalo and not disposed of by the Contractor. If the job site appearance is not to the satisfaction of the onsite point of contact, final acceptance will not be approved. END OF SPECIFICATION
