Description
Please note the additional inquiries and responses below: USTDA has received inquiries as to whether airport layout plans will be provided for the 85 airports mentioned in footnote 2 under Task 7 of the Terms of Reference. In response, not all of the 85 layout plans may be available. In this light, it is suggested that rough order of magnitude cost estimates for the improvements be developed based on sample airports for each of the general airport classifications. USTDA has received inquiries regarding whether it would be acceptable for the same prime contractor/Offeror to submit two proposals. In response, in the event that two proposals from the same prime contractor/Offeror are received, the latest submission will be the one opened during bid opening. USTDA has received inquiries as to whether the selected Offeror would be able to be involved in follow on work (i.e., provision of systems, components, engineering services, construction management services, etc.). In response, Offeror may participate in the bidding for the follow on work subject to compliance with legal requirements. USTDA has received inquiries as to whether upon award, and prior to team deployment to the Philippines, the data that is to be supplied in Task 1 will be made available to the selected Offeror. The answer is yes, the data may be made available upon award. USTDA has received inquiries regarding the number of project references for the Offeror and any subcontractors. In response, proposals are expected to provide up to six (6) relevant and verifiable project references for the Offeror and up to six (6) relevant and verifiable project references for each subcontractor. USTDA has received inquiries as to the quantity of personnel that must be included in the proposal submittal; for instance, must all personnel to be engaged in the project be listed in the proposal, or just key technical and managerial personnel that will be engaged in the project. In response, per section 3.3 of the RFP, the Offeror is expected to discuss how the project will be managed including the principal and key staff assignments for this Technical Assistance. The Offeror is expected to provide a listing of personnel (including subcontractors) to be engaged in the project, including both U.S. and local subcontractors, with the following information for key staff: position in the project; pertinent experience, curriculum vitae; other relevant information. USTDA has received inquiries regarding the predicted earliest possible start date for the Technical Assistance program. In response, it is unclear what the start date may be due to a number of external factors. USTDA is making this information available for the benefit of all prospective bidders. The response date for this RFP remains 4:00 PM local (Manila) time on January 14, 2015.
