- The purpose of this amendment is to address changes to solicitation (VA249-15-Q-0201). All other terms and conditions shall remain the same. No, further questions will be accepted. A. The following changes to the solicitation: 1. The solicitation has been extended to January 7, 2015. All quotes must be received by @ 4pm CST. 2. Include an additional date to the solicitation - January 22, 2015 (8am - Noon CST). 3. Add the FAR clause 52.219-14, Limitations on Subcontracting. B. Address the following questions: 1. Because of the holiday could the submission of quotes be extended until Tuesday, January 6, 2015 at 5:00 p.m.? Answer: Extended to 1/7/2015@4pm CST. 2. Is this a new requirement? If not, has this been awarded to a veteran owned company before? And to what firm? And in accordance to FOIA what was the bid price of the Court Reporter? Answer: Yes, this is a new requirement. 3. Will you be using a credit card or will this be on a purchase order? Answer: This will be a purchase order 4. For these hearings do you estimate 200 - 250 pages per day? In the past, has it been at least 250 pages or more? If we bid based on 250 pages and the hearing generates 300 pages would you pay for the difference? Then contract would need to be modified? Answer: 200-250 pages per day are sufficient. Yes, if you bid based on pages and the hearing exceeds the quote, the invoice shall reflect the actual pages. 5. Will this contract more likely be awarded to a veteran owned firm? Answer: This requirement is set-aside as a Small Business. Cannot determine who will win the bid. 6. Do you pay in net 10 days on a purchase order? Answer: Net 30 7. Are the hearings more likely to be cancelled? Answer: Cannot determine cancellation. 8. Will this be a public or closed hearing? Answer: This is a closed Administrative Investigation Board 9. This hearing will be in front of an administrative law judge? Answer: No, this is an Administrative Board Hearing 10. What is the subject matter? Answer: AIB 11. Will the judge be swearing in the witnesses? Answer: No judge required. 12. Who are the defendant and plaintiff? Answer: VA Staff 13. Do you want a certified Stenographer and should they be a notary they would swear in the witnesses? Answer: Certification is per the contractor hiring authority. No notary is requested. 14. How many firms have responded to this solicitation? Answer: Cannot provide this information at this time. 15. Can this requirement be subcontracted? Answer: No. 16. What do you mean by the contractor shall allow flexibility of time within 30minutes/1hour? Answer: Contractor shall allow time to report to facility, obtain visitor pass and setup equipment. 17. What is the format 25 lines per page, Times font, 12 point? Line numbering on the left side and footers? Answer: This is the required document format 18. Will there condensed copies will be ordered? There will only be 1 copy ordered? Will there be more copies ordered in the future? Answer: As stated in the SOW, one original and one copy to be delivered to Memphis VAMC. 18. We usually deliver a certified 1 original and 1 copy. The copy can be delivered E-transcript or e-mailed. Answer: AS stated in the SOW, Hard copy only or via delivery service or certified mail. 19. Will the copies go to the opposing party or law firm? If so, how many copies? Answer: No opposing party or law firm is involved. 20. How many witnesses will it be each day? Answer: Unable to determine at this time. 21. How many exhibits will it be each day? Will the exhibits be black or white or color? Answer: No, exhibits involved. 22. Would you accept the hard copy to be delivered fed ex instead of UPS? Answer: As stated in the SOW, UPS. 23. I wanted to confirm a 14 day delivery? Answer: As stated in the SOW, Final complete 14 days after date of testimony. 24. Will there be more hearings? If so, how frequent? Answer: Unable to determine. 25. Will you also need transcription services? Answer: As stated in the SOW, the contractor shall transcribe testimonies. 26. Do you direct award to 8A firms? Answer: This requirement is set-aside Small Beside. 27. When will a decision be made? Answer: Once all quotes are received and reviewed.
