Description

NOTICE OF INTENT TO AWARD A BRAND NAME SOLE SOURCE CONTRACT NAVSUP Fleet Logistics San Diego (FLCSD) intends to award a Brand Name Sole Source contract to Hawthorne Machinery Co. DBA Hawthorne Power Systems, San Diego, CA for the repair of Caterpillar D7R Dozers in support of Amphibious Construction Battalion One (ACB 1) Coronado, San Diego, CA. Hawthorne is the authorized distributor of OEM Caterpillar products parts and repair/maintenance services. Requirement includes parts and labor to repair four (4) D7R Dozers with various issues to manufacturer operating specifications. FLCSD will use Simplified Acquisition Procedures and Other Than Full and Open Competition. The authority for soliciting a single source under simplified acquisition procedures is FAR 13.106-1(b)(1)(i), Soliciting Competition, which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The proposed contract action is for a brand name only. The brand name and model number of the product(s) are: Caterpillar D7R OEM parts (various) and Caterpillar Certified Technician services. In accordance with FAR 5.102(a)(6), the required justification documentation is attached (See Note 22). This Notice of Intent is not a request for quotation. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit product information in response to this notice by 9 am 9 January 2015 via email to Isabelito.Cabana@navy.mil. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government.
