- This is a Pre-Solicitation Synopsis for the Army Contracting Command-Rock Island (ACC-RI) for solicitation W560MY-14-R-0004, which serves as notification to industry of the procurement of services for the Office of Security Assistance - Iraq (OSC-I), Security Assistance Mentors and Advisors (SAMA). The SAMA provides advice and assistance to OSC-I senior personnel in their mission to support the Government of Iraq (GoI), in particular the Ministry of Defense (MoD), Counter Terrorism Service (CTS), and the Ministry of Peshmerga (MoP), cognizant of the goals of reducing tensions between Arabs & Kurds, and Sunni and Shias. The intent is to solicit on a full and open basis. The proposed action is for a Firm Fixed Price (FFP) contract. THIS SOLICITATION WILL BE ISSUED ON THE WEB VIA FEDERAL BUSINESS OPPORTUNITIES (http://www.fbo.gov). No paper copies of the solicitation or amendments will be issued. No public announcement of any amendments will be made. Any changes to the solicitation shall be posted to this website. Vendors are advised to periodically check the web page for new amendments or other updates. It is the responsibility of the contractor to check these sites daily for any posted changes. All questions regarding this RFP must be submitted to the Contract Specialist or Contracting Officer prior to the closing date. Estimated release date of the RFP is on or about 22 January 2015 and closing will be approximately 30 days later. Closing date/date for receipt of offers is found on Page 1 of the solicitation and within any issued amendments and is not the response deadline shown by this website. All contractors who provide goods/services to the DOD must be registered in the System for Award Management (SAM). You may register via the Internet at https://www.sam.gov.
