Description
It is the intent of the National Library of Medicine (NLM) to negotiate on a sole source basis with Les Enlumineres Ltd, 2970 North Lake Shore Drive 11B, Chicago, Illinois 6-657, pursuant to FAR 6-302-1. To fulfill its mission to acquire, preserve and organize the world's biomedical literature, NLM and the History of Medicine Division plans to add a rare early manuscript to its collection entitled "Camillus Rubeus (Camilo Rossi), [Medical and Cosmetic recipes]." This unique, handwritten manuscript was written on paper in Italian and Latin, in Central Italy, and is dated 1596. This collection of more than 500 recipes was made for a practicing physician Camilo Rossi (1561-1650) (or Camilus Rubeus, the Latin form of his name), near the end of the sixteenth century in Italy. Most of the recipes included here are medical, dealing with all parts of the body and treating a very wide range of maladies, from problems with the teeth, the eyes, the stomach, the voice, and specific illnesses, such as asthma as well as protection against the plague. Some of the recipes are cosmetic, for example, recipes for whitening the teeth, for perfume, and numerous recipes for the skin and hair. This procurement is being conducted under Simplified Acquisitions Procedures in accordance with FAR Part 13. The North American Industry Classification System Code (NAICS) is 519120 (Libraries and Archives) and the business size standard is $15.0. The National Library of Medicine is one of four national libraries in the United States and is the world's largest and most comprehensive medical library. The congressionally mandated mission of the National Library of Medicine (NLM) is, in part, to collect, organize and disseminate global literature related to both research in and practice of medicine and its related fields; and to provide reference and research assistance to aid in the exchange of scientific and other information important to the progress of medicine and to public health. NLM also has a congressional mandate to collect original literature and artifacts deemed of historic significance to scholars of medical history, many of which are one-of-a-kind. NLM intends to add the following books and manuscripts to its collection: "Camillus Rubeus (Camilo Rossi). This notice of intent is not a request for competitive proposals. However all responses received no later than the closing date of this announcement will be considered by the government. A determination by the government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Vendors shall identify in writing their interest and capability by responding to this notice, no later than January 19, 2015 at 1:00 p.m. EST. NLM synopsis number NIHLM2015379 shall be noted on all correspondence relating to this announcement.
