Regional Maritime Enforcement Advisor Kuala Lumpur, Malaysia Issuance Date: 01/05/2015 Closing Date: 01/20/2015 SOLICITATION NUMBER: PSC-15-014-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. POSITION TITLE: Regional Maritime Enforcement Advisor 6. MARKET VALUE: $81,535 - $119,737 (GS-14 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 8. PLACE OF PERFORMANCE: Kuala Lumpur, Malaysia 9. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: Background: The Bureau of International Narcotics and Law Enforcement Affairs, Office of Europe and Asia (INL/EA), is responsible for the development, supervision, coordination and implementation of international narcotics control assistance activities and international criminal justice issues for the Department of State. INL/EA is implementing a three-year maritime law enforcement initiative which has bilateral and regional components. The bilateral programs with Indonesia, the Philippines, and Vietnam focus on developing institutional functions and strengthening operational capabilities. The bilateral program with Malaysia further develops the maritime enforcement academy to function as a regional training and coordination venue. The regional program component, which will be managed from the U.S. Embassy in Kuala Lumpur, Malaysia, focuses on promoting coordination and interoperability among Malaysia, Indonesia, Vietnam, and the Philippines on a range of maritime law enforcement matters. Purpose: The purpose of this personal services contract (PSC) position is to provide a Regional Maritime Enforcement Advisor to: 1. Coordinate implementation of the regional maritime law enforcement program, including developing implementation plans, coordinating regional activities with other implementing and host country partners, supervising a locally-hired assistant coordinator to help administer the program and any advisors who are contracted under this program, and conduct ongoing monitoring and evaluation of the program. 2. Serve as Embassy Kuala Lumpur's primary point of contact on issues of maritime law enforcement with the Government of Malaysia and participate in a joint working group with the Malaysian Maritime Enforcement Agency (MMEA) to make decisions regarding the implementation of both the regional program and the bilateral maritime law enforcement program with Malaysia. The Regional Advisor will meet regularly with members of other U.S. Government agencies, non-governmental organizations, and international community for the purpose of gathering and disseminating information pertinent to maritime law enforcement development and USG priorities and activities. 3. Perform the full range of assistance project management skills, including planning, budgeting, procurement, contracting, monitoring and evaluation, and other tasks or duties assigned on an ad hoc basis. 4. Advise the Government of Malaysia on maritime law enforcement capacity-building, working closely with the MMEA training academy on curriculum development. Relationships: The Regional Maritime Enforcement Advisor will: 1. Report on a day-to-day basis to the Regional Counterterrorism Coordinator in Embassy Kuala Lumpur's Political Section. 2. Oversee the work of a locally-hired Program Coordinator and possible third-party contract training advisors as needed. 3. Monitor the work of any other program implementers under this program. 4. Coordinate with the INL Directors in Indonesia and the Philippines and the INL Advisor in Vietnam, or their designees, on regional activities. 5. The position will be included in Embassy Kuala Lumpur staffing pattern with assigned office space and support services. 6. The PSC Contracting Officer' Representative (COR) will be the INL/EA Program Officer responsible for the INL Malaysia portfolio. Level of Effort: 1. This is a full-time position, i.e., minimum of 8 hours per day x 5 days per week. 2. Work schedule is in accordance with established Embassy Kuala Lumpur weekly work schedule, including designated local holidays. 3. Regional travel may be required, as approved by the Political Counselor. Duties and Responsibilities: 1. Serve as the coordinator for INL's regional maritime law enforcement program in Southeast Asia. 2. Serve as the primary point of contact for the regional and bilateral maritime law enforcement programs with MMEA. 3. Provide regular reporting to INL and the Embassy Front Office on program implementation and maritime law enforcement issues in Southeast Asia and Malaysia. 4. Design and implement regional program activities to improve maritime law enforcement coordination and interoperability. 5. Develop program designs, performance monitoring plans, and evaluation planning for projects in support of maritime law enforcement capacity-building. 6. Coordinate interagency efforts with relevant USG partners. 7. Coordinate with other U.S. Embassies and maritime law enforcement programs in the region. 8. Coordinate with other donors active in maritime law enforcement. 9. Draft policy and advocacy papers, attend meetings and conferences. Facilitate exchange of information and practices to ensure robust communication on maritime law enforcement. 10. Prepare background materials and reports to be used by U.S. Government officials in preparing speeches, briefings, and. 11. Supervise the locally-hired Program Coordinator and contract program staff as needed. 12. Perform other duties as requested and assigned by INL and Embassy Kuala Lumpur. Minimum Requirements: 1. U.S. Citizenship, ability to obtain Department of State Secret secret-level security, and medical clearances. 2. Minimum of a Bachelor's Degree from an accredited institution plus five years of related experience; or Associate's degree plus seven years of related experience; or ten years of related experience in the fields of maritime security, international development, law enforcement, international relations, and/or public administration. 3. Proficiency in Microsoft Office. 4. Excellent oral and written English communication, negotiation and interpersonal skills. 5. Proven ability to complete the Contracting Officer Representative (COR) distance-learning course through Foreign Service Institute (FSI) within 120 of arriving at Post. Obtain/maintain Federal Acquisition Certification - Contracting Officer's Representative (FAC-COR) Level III Certification within 120 of arriving at Post. (see http://www.fai.gov for details) 6. Proven ability to complete Distance Learning (DL) FSI Introduction to Working in an Embassy (PN113) courses within the first 120 days of assignment successfully. Preferred Knowledge and Skills: 1. Expertise in maritime law enforcement. 2. Training and curriculum development experience, particularly in an overseas law enforcement setting. 3. Experience in coordinating U.S. Government agencies and foreign government representatives. 4. Experience with U.S. contracting procedures and procurement mechanisms. 5. Experience working in Southeast Asia. 6. Experience in strategic planning and policy development. 7. Experience working with the UN or other international organizations. 8. Experience working with U.S. Embassies overseas. Evaluation Criteria: Factor 1: Program Management: (25 points) Experience in overseas program management. Experience in assessing, analyzing, and planning programs. Experience in training, procurement, program planning, execution, monitoring and evaluation. Knowledge and understanding of INL, Federal Acquisition Regulation (FAR), and U.S. federal government procurement. Supervisory experience. Factor 2: Liaison: (25 points) Ability to conduct liaison activities with USG agencies, Host Nation representatives, and the international community to develop and coordinate rule of law programs. Demonstrable ability to communicate in English, both orally and in writing, including through written reports. Factor 3: Subject Matter Expertise (25 points) Experience working on maritime law enforcement, particularly in Southeast Asia. Training and curriculum evaluation and design experience. Factor 4: Past Performance: (25 points) Past performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the USG reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. VETERAN'S PREFERANCE Veteran's Preference is not applicable to this position.
