- Description
- 1.Background. Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNS and IMF) is planning to use an Arc Machines, Inc. Model 81 weld head to accomplish critical welds automatically aboard ships in a restricted space envelope. To accomplish this, welding wire must be carefully wound on a low profile Model 81 spool, without kinks or tangles so that it can be smoothly fed by the machine. In addition, positive controls on material identity must be maintained from the original manufacture until installation. 2.Objectives/Scope. The objective is to respool stainless steel wire that is to be provided by the government on 25-pound spools (12 inch flange) onto Arc Machines Model 81 spools (approximately 0.4 pound, 2-1/4 flange). 3.Performance Requirements. The contractor shall perform the following: 3.1Provide sufficient quantity of Model 81 spools (272 empty spools are estimated to be required). 3.2Respool 4 ea. 25-pound government-furnished spools of welding wire onto Model 81 spools. (1)Maintain identification and control of material during the respooling process. (2)Only material of the same starting material MIC number may be in the immediate work area or machine at one time. (3)Leftover wire shall be wound onto Model 81 spools if they can be more than half-filled. If leftover wire is insufficient to half-fill a Model 81 spool it shall be left on the original 25-pound spools. 3.3Transfer information from the old spool tags/labels to the new spool labels, including the following as a minimum: (1)Stock number (2)MIC number (3)Manufacturer (4)Type (5)Size 3.4Label each Model 81 spool with a unique control number with traceability to the original spool from which the wire came from. 3.5No lubricants or other foreign substances shall be used during the respooling process. The respooling process shall not contain or contribute to the presence of mercury. 3.6Provide written certification that the material was spooled according to this order with no lubricants or substances applied and that the spooling process does not contain or contribute to the presence of mercury. The written certification shall be supplied within 5 business days after completion of the respooling process. 3.7Return original spools, tags, and boxes with the new Model 81 spools. A FEDEX airbill will be supplied by PHNS and IMF for shipping. 4.Government Furnished Material 4.1PHNS and IMF will supply four (4) spools of stainless steel welding wire on twenty-five-pound spools. The spools that will be supplied are described as follows: (1)Stock No. 1H 3439-01-545-4474 L1 (2)Type MIL-EN-308L Class 1A (3)Size: 0.035 diameter X 25 lb spool (4)LEVEL I 4.2PHNS and IMF will provide a FEDEX Airbill with the original 25-pound spools for shipment of the Model 81 wire spools back to PHNS and IMF. 4.3PHNS and IMF will provide five (5) empty M81 spools for reuse. 5.Delivery Requirements. Contractor shall package the Model 81 wire spools in accordance with commercial practice and send it to PHNS and IMF using the provided FEDEX airbill. Material shall be delivered no later than 2/27/15. Contractor shall provide email notification when the Model 81 spools are shipped.
