- The Mission & Installation Contracting Command, Fort Drum, NY in accordance with FAR 13.106-1(c)(1), intends to orally solicit a requirement for Mail System Maintenance on Fort Drum, NY to small businesses (the specific tasks listed below). The contract type shall be Firm Fixed-Price Purchase Order. Oral quotes are due on 9 January 2015 at 4:00 PM EST. There is no site visit scheduled. Any interested parties may inquire with the following Contract Specialist via email: kelly.s.taranto.civ@mail.mil with the subject heading W911S2-15-T-3006 in order to receive the entire Performance Work Statement (PWS). Interested parties must request this information prior to the quote due date in order to receive it. The basis of award will be price. This procurement is one hundred percent set-aside for Small Business concerns. As prescribed in DFARS 252.204-7004, interested parties must be registered with the Central Contractor Registration (CCR) under the NAICS 811212- Computer and Office Machine Repair and Maintenance. Representations and certifications must also be on record. These registrations can be done through the System for Award Management (SAM) for free at https://www.sam.gov/portal/public/SAM/. If you have any questions please submit them in writing via email to; kelly.s.taranto.civ@mail.mil. Specific Tasks: 1.1. GENERAL: The Contractor shall provide repairs and parts necessary to return an inoperable item to a functional state of operation, as it was originally intended to operate. Meters that cannot be repaired will be replaced, serial numbers may change. 1.2. LOG IN-OUT: The Contractor shall contact the COR prior to starting any work on this project. The name and contact information for the COR will be provided at the time of award. 1.3. AUTHORIZED DEALER: The Contractor shall be an authorized dealer of Hasler equipment to ensure warranty and maintenance support. 1.4. DETAILED TASKS: 1.4.1. The Contractor shall provide maintenance to include all parts, labor, and transportation Monday through Friday from 8:00am to 4:00pm, within a 24 hour response time. 1.4.2. After a receipt of a trouble call, the Contractor shall contact the COR and commence repair procedures within 24 working hours. 1.4.3. If service cannot be restored within the above timeframe, the Contractor shall notify the Government Technical Representative and update the status every 24 working hours. 1.4.4. If parts must be ordered by the Contractor, the Contractor shall notify the COR when the parts are ordered and update the status of the repair action at the beginning of every workday unless requested by the COR to report less often until the service is restored. 1.4.5. Contractor shall replace any and all equipment that cannot be repaired, at no additional cost to the Government. 1.4.6. The Contractor shall provide corrective software upgrades for the system as standard maintenance items, and shall provide at no additional cost to the Government. 1.4.7. The Contractor shall have all requested parts within one working day, or identify and provide manufacturer's backlog schedule to the COR. 1.5. CLEAN UP: The Contractor shall clean up all debris and discarded materials resulting from its operations at the end of each workday. Materials shall be disposed of off post in accordance with applicable local, state and federal laws and regulations. In case of conflict among these laws and regulations, the most stringent law or regulation will apply. No open burning will be allowed.
