- Space and Naval Warfare Systems Center Atlantic (SPAWARSYSCEN Atlantic) intends to issue a Request for Proposals (RFP) for the procurement of a Non- Developmental (NDI), Commercial-Off-The-Shelf (COTS) based Interior Communication Systems -Integrated Voice Network (IVN) for modernization of the telephone systems aboard Aircraft Carriers, Amphibious Ships and Command/Control ships with the IVN system. The IVN shall provide the components required for user end-to-end communications within the ship, interfaces to other shipboard systems, and to shipboard connection points with the Defense Switching Network (DSN) and the Public Switched Telephone Network (PSTN). These items support the tactical command and control systems on and off of the ship. The proposed acquisition consists of systems equipment, materials, and incidental services to support the IVN. Existing systems will be replaced with a new modernization Interior Communication Systems - Integrated Voice Network (IVN) for US Navy Ships and Aircraft Carriers. SPAWARSYSCEN Atlantic is responsible for the acquisition, integration, fielding, and logistics support of the modernization installations planned for the CVN 68 Class, LHD 1 Class, LHA 6 Class, and LCC 19 Class ships. The LPD 17 Class, starting with LPD 26 is replacing the Integrated Voice Communication System (IVCS) with IVN. The Voice Telephone System (VTS) for the CVN 78 Class is a Contractor Furnished Equipment (CFE) design of IVN to be AN/STC-4(V) nomenclature assigned upon delivery, and will be included in the IVN modernization plan under PEO-Carriers. Additionally, IVN is installed in scalable versions throughout the LSD 41, LSD 45, and LPD 4 platforms. IVN supports interfaces to other interior voice systems and exterior voice systems and will meet interoperability requirements imposed by Public Law and Department of Defense (DoD) Instruction (DoDI) 8100.3, as defined within the DoD Networks Unified Capabilities Requirements (UCR), dated December 2007. Where applicable in backfit installations IVN will utilize existing telephony equipment rooms and to the extent possible existing ship's cable plant through a Main Cross Connect Field (MCCF) designed for IVN. On June 17, 2014, SPAWARSYSCEN Atlantic issued a market survey announcement (SSC-Atlantic MKTSVY_0F0752 or N65236-14-R-0004) via e- Commerce FEDBIZOPPS web page. Interested parties having the capabilities to perform the tasking were encouraged to reply to the sources sought notice. Interested parties were also notified the government reserved the right to consider potential set-asides for small business as a result to the analysis of the responses to the market survey. As a result of this market research, a decision was made to conduct this procurement under full and open competitive procedures. The SPAWARSYSCEN Atlantic's Deputy for Small Business Programs has concurred with the strategy. A definitive Firm-Fixed-Price and Cost-Plus-Fixed-Fee, performance-based type contract is anticipated. The applicable North American Industry Classification System (NAICS) code 334210 and Size Standards of 1000 employees. This is a follow-on to contract N65236-11-D-4100 with Avaya. The period of performance includes a base period of one year and four one-year option periods. The estimated release date for the formal RFP is January 20, 2015.
