65- Request for Information-Temporary Pacemakers NAICS Code: 339113 Solicitation Number: VA-263-15-N-0268 Notice Type: Request for Information (RFI) This is a Request for Information (RFI) only; it is not a request for quotations or offers. 52.215-3 -- Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: conducting market research to identify potential sources for a potential procurement of Dual Chamber Pacemakers (See Functional Requirements below) for the Minneapolis VA Healthcare System, One Veterans Drive, Minneapolis, MN 55417. Functional Requirements: RequirementsDescription Quantity Dual Chamber External Pacemakers: "Quantity = 20 each Operational Modes The External Pacemaker shall include the following seven (7) selectable modes of operation: "DDI "DDD "DOO "AAI "AOO "VVI "VOO NOTE: As developed by the North American Society of Pacing and Electrophysiology the codes describe various pacing modes: Letter 1: chamber that is paced (A = atria, V = ventricles, D = dual-chamber). Letter 2: chamber that is sensed (A = atria, V = ventricles, D = dual-chamber, 0 = none). Letter 3: response to a sensed event (I = inhibited, D = dual, 0 = none). Controls and Indicators The external pacemaker system shall include the following: "Controls - The dials used to control the functions and parameter settings of the pacemaker shall include: soft keys for Mode selection, Pacing Rate dial, A (Atrial) Output, V (Ventricular) Outputs, Power On/Off, Parameter and other control dials, and Lock/Unlock Controls, Pause Controls and Emergency Button. "Indicators - The pacemaker shall provide visual indicators and numeric outputs for the following: On/Off Status, Rate and rate scale, A (Atrial) Output Voltage and scale, V (Ventricular) Output Voltage and scale, Lock status, Pacing Mode status, Battery Level status and Menu Options. Output Requirements The External Pacemaker shall have outputs of the following units of measure and range: "Pacing Rate - oRange: 30-200 ppm basic (80-800 ppm rapid) "A Output - oRange: 0.1 -20 mA at 1.0 ms pulse width, and 0.4-10 mV sensitivity. "V Output - oRange: 0.1-25 mA at 1.5 ms pulse width, and 0.8-20 mV sensitivity "Fixed pulse width "Fixed atrial refractory period "Adjustable blanking period Units of Measure: Pulses Per Minute (ppm) milliAmps (mA) milliSeconds (ms) milliVolts (mV) Other Features The External Pacemaker shall include the following additional safety features and functions: "Pause feature to allow pausing without losing parameter settings "Lock/Unlock feature to prevent accidental changes in parameters. "Compatible with existing cables and leads (Medtronic 5433a) "Integrated IV Pole Hanger "Powered by Standard 1.5 V Alkaline Batteries and continuously operates during battery replacement "Integrated Electromagnetic Interference (EMI), electrostatic, and defibrillator shock protections Trade-In The vendor seller shall provide trade-in values (or other promotional initiatives) for the following MVAHCS owned external pacemakers: Model 5388: EE# SN Model 45097 PFG003134P 5388 45096 PFG003190P 5388 45095 PFG003152P 5388 45094 PFG003145P 5388 45093 PFG003102P 5388 45092 PFG003084P 5388 45090 PFG003194P 5388 45089 PFG003191P 5388 45087 PFG003139P 5388 Model 5348: EE# SN Model 43821 PEP005453P 5348 43819 PEP005451P 5348 43818 PEP005450P 5348 43812 PEP0058342P 5348 43811 PEP0058341P 5348 43810 PEP0058340P 5348 43809 PEP005839P 5348 Service and Operator Manuals The vendor shall provide the following documentation for the proposed system: 1.Two copies of the Operator's Manual. 2.Two copies of complete technical service manuals including troubleshooting guides, necessary diagnostic software and equipment, schematic diagrams, and parts lists. On-Site User/Clinical Training The vendor providing the system will be responsible for training all clinical users on their application and use. The vendor prior to and at the time of installation shall provide staff education at the MVAMC. On-Site or "Go-Live" training shall be a minimum of 24 hours (or three - 8 hour days). A clinical education professional shall administer the training. Education curriculum must include but is not limited to the following: Operations and set-up, user maintenance, safety, and user troubleshooting tips. This is a request for information and sources only, which may or may not lead to a future solicitation. This is not a request for proposal (RFP). The VA will not pay for any information received resulting from this sources sought notice. Information should be forwarded to the Contract Specialist.
