Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with Life Technologies, 3175 Staley Road, Grand Island, NY 14072. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing; the size standard is 500 employees. The Federal Bureau of Investigation (FBI) intends to award a non-competitive, sole source contract to Life Technologies, 3175 Staley Road, Grand Island, NY 14072 for a newly developed CPA 200 Punch instrument. Services are being procured under FAR 13.5, Simplified Acquisition Procedures. The FBI is responsible for processing known reference samples of Convicted Offenders, Arrestees and Detainees. The Federal DNA Database Unit became operational in December 2000 as the Federal Convicted Offender Program and collects and analyzes DNA samples submitted from around the country as required by the DNA Backlog Elimination Act of 2000, the USA Patriot Act of 2001, the DNA Fingerprint Act of 2005 and the Adam Walsh Child Protection and Safety Act of 2006, broadened the scope of sample collections from just convicted federal offenders to include federal arrestees, as well as non-U.S. citizen detainees. Under those acts, federal agencies, to include the FBI, are directed by the USAG to collect DNA samples from individuals who are arrested, facing charges, convicted, or from non-United States persons who are detained under the authority of the United States. In order to comply with this legislation the FBI has a need to explore the use of the newly developed CPA 200 Punch instrument. The current punch instrument used by the FBI is no longer in production. The FBI needs to purchase the CPA 200 Punch Instrument in order to perform validations and evaluate how the new punch instrument handles high quantities of samples and the daily working conditions found at the FBI Laboratory. The FBI has validated the Identifier Direct kit using the manufacturer's recommendation of a 1.2mm punch size. The CPA 200 is the only standalone punch instrument that has the required 1.2mm punch head. This instrument will be used in accordance with the FBI's protocols in compliance with the standards of the American Society of Crime Lab Directors/Laboratory Accreditation Board (ASCLD/LAB). Life Technologies is the only manufacturer and sole provider of the CPA 200. Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement can only be provided by Life Technologies as no other vendor is capable of providing the required CPA 200 Punch instrument. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement to this office by 08:00 am, EST, January 05, 2015, by email to the attention of Jerry Varnell, Contract Specialist, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
