Description
The National Cancer Institute (NCI), Clinical Pharmacology Program (CPP), plans to procure on a sole source basis preventive maintenance services from AB SCIEX LLC, 110 Marsh Drive Foster City, CA 94404. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 811219 and the business size standard is $19.0 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance is twelve (12) months from date of award for base period and two (2) 12 month option period thereafter. It has been determined there are no opportunities to acquire green products or services for this procurement. The NCI and Clinical Pharmacology Program (CPP) seek to establish a contract that encompasses the preventative maintenance (2 visits per year), telephone support and on-site repairs (including all parts) for two AB SCIEX QTRAP5500 mass spectrometers within the Office of the Clinical Director, CCR, NCI, in Bethesda, MD. The instruments perform analysis and quantification of small molecules (primarily anti-cancer drugs) in biological matrices. They are used in support of pharmacokinetic studies required in many of the ongoing clinical trials being conducted within the CCR. The instruments are integral to the work of the Clinical Pharmacology Program and are utilized extensively. As such, a comprehensive preventative maintenance and repair contract is essential for continued operation. The instruments are currently covered under an existing maintenance contract, which expires January 31, 2015. Contractor Requirements are: Contractor shall provide all labor, material and equipment to provide maintenance for two government-owned AB SCIEX QTRAP5500 mass spectrometers (NIH DECALS: 01831924 and 01831926) within the Molecular Pharmacology Section, comprised of: 1. AB SCIEX TRAP5500 (named Q1) - SN: AU24721011 2. AB SCIEX TRAP5500 (named Q2) - SN: AU24061008 All maintenance service shall be performed in accordance with the manufacturer's standard commercial maintenance practices. Contractor shall perform TWO Preventive Maintenance Inspection (PMI) visits per annum during the contract period. Technically qualified factory-trained personnel shall perform Service. Service shall consist of a thorough cleaning, calibration, adjusting, inspection, part replacement and testing of all equipment in accordance with the manufacturer's latest established service procedures. This agreement includes all parts and labor at no additional cost to the Government. The technical helpdesk shall be available Monday through Friday 9am-5pm (EST). There shall be a trouble-shooting help line available. If any problem cannot be resolved, an engineer or parts shall be sent on-site at no charge to the Government. All replacement parts for the instruments are available from AB SCIEX. The contractor shall furnish all required replacement parts at additional cost to the Government. Parts shall be new or re-manufactured to original manufacturer equipment specifications. All software upgrades and updates shall be included. They shall be provided and installed by a trained engineer. Service shall be performed at the following location: TBA 9000 Rockville Pike Bethesda, MD 20892 AB SCIEX is the only vendor known that can provide the technical expertise and the spare parts to maintain and repair AB SCIEX instruments. As such, no other company besides AB SCIEX is known to be qualified to provide service and parts to AB SCIEX instrumentation. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 1 PM EST, on January 12, 2015. All responses and questions must be in writing and faxed to 240-276-5399 or emailed to Reyes Rodriguez, Contracting Specialist via electronic mail at reyes.rodriguez@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
