Description
United States Coast Guard, Civil Engineering Unit - Providence Replace Deer Island Light in Boston Harbor Solicitation: HSCGG1-15-R-PRV076 SOURCES SOUGHT: THIS IS ONLY A MARKET SURVEY/REQUEST FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUCEMENT. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In order to protect the procurement integrity of any future procurement that may arise related to this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The U.S. Coast Guard is seeking interested vendors with successful past performance as well as current relevant experience including personnel, equipment, capability and bonding capacity to replace the existing Aid TO Navigation (AToN) known as Deer Island Light in Boston Harbor. The base contract will include installing a new pile-supported platform and new light tower structure near the existing structure. The new platform will consist of steel pipe piles, steel tube framing, and an FRP grating deck. The new light tower structure, to be installed by the Contractor on top of the platform, will be provided by the Government at ANT Boston. The base contract will also include the removal of the existing fiberglass tower (at the existing Deer Island Light) and access ladder to the main platform there, as well as anything else that is easily detachable. The Contractor shall salvage the existing fiberglass tower and return it to the USCG at ANT Boston. All other removed materials shall become the property of the Contractor and disposed of properly. Option Item includes the demolition of the existing sheet pile cofferdam, concrete and brick foundation flush with the surrounding mud-line. Existing riprap and stone fill outside the sheetpile will remain in place. The estimated value of the procurement is between $500,000 and $1,000,000. Bid, payment and performance bonds will be required. The performance period is estimated to be 150 days for the base contract (90 days for administrative preparation and submittals, and 60 days for on-site construction) with an additional 15 days for Option Item 1, if awarded. The U.S. Coast Guard is considering setting aside an acquisition for this work to one of the following types of business concerns: • HUBZone Small Business • Service-Disabled Veteran-Owned Small Business concerns (SDVOSB) • 8(a) certified Small Business • Woman-Owned Small Business • Small Business concerns In accordance with FAR Part 19, if your firm is one of the above small business types and you intend to submit an offer on this acquisition, please respond by e-mail to the primary contact. Your response should include the following: (a) Positive statement of your intent to submit a bid for this solicitation as prime contractor (b) Statement identifying your certified small business designation (c) Evidence of bonding capacity to the maximum magnitude of the project, to include both single and aggregate totals, and (d) Evidence of performing similar work to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers. The Government will determine an appropriate set-aside based on information received by the response date ( January 13, 2015 ). The applicable North American Industry Classification System (NAICS) code is 237990, which has a small business size standard of $36.5M.
