- 54-Research and Development Solicitation Number: 0010533799 Agency: Department of the Army Office: Army Contracting Command Location: ACC-APG-Natick Contracting Division Notice Type: Special Notice Posted Date: 29 December 2014 Archive Date: 29 December 2015 Classification Code: 54-- Research and Development NAICS Code: 541712-Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) The US Army Contracting Command Aberdeen Proving Ground, Natick Contracting Division, on behalf of the US Army Natick Soldier Research, Development and Engineering Center, Combat Feeding Directorate (CFD), intends to award a firm fixed price contract under FAR 13.106-1(b)(1) only one responsible source to Creative Resonance Inc, 10326 East Mark Lane, Scottsdale, AZ 85262 for Ultrasonically compressed Macronutrient Optimized Dense Ration Component (MODRaC) Prototypes, as produced according to CFD formulations and guidelines. The service required for this current procurement is to procure product development and sample production of ultrasonically compressed MODRaC prototypes. Ultrasonic compression is superior to other pressurized compression in that the injected ultrasonic energy serves to partially cook the sample and thereby meld ingredients together. Typical compression methods yield much less cohesive products with inferior cohesiveness and textural acceptance. The vendor will use specified CFD bar formulations for calorically dense mini-meal products and adapt process parameters and ingredient profiles to produce acceptable ration component prototypes. This is not a Request for Quotes. No solicitation package is available. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely at the discretion of the Contracting Officer.
