- PROJECT INFORMATION This is A SOURCES SOUGHT ANNOUNCEMENT to be used for Market Research ONLY, to determine the availability of firms capable of performing environmental services and support at Tooele Army Depot, North. NO AWARD will be made from this Sources Sought. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE AVAILABLE AT THIS TIME; therefore, do NOT request a copy of a solicitation. All responses will be used to determine the appropriate acquisition method for a potential future acquisition. We encourage all firms to respond, including but not limited to, HUB Zone, 8a, SDVOSB, Small Business and Large Business. This would be a regional requirement with some requirements falling outside South Pacific Division (SPD) boundaries, however, it is anticipated that the majority of the work will be located within the boundaries of SPD. The SPD includes both military boundaries (CA, NV, UT and AZ) and civil works boundaries (CA, NV, AZ, UT, NM and portions of OR, ID, TX, CO and WY). 1.PROJECT DESCRIPTION: Groundwater Treatment System Demolition. Tooele Army Depot-North (TEAD-N) operated a large (~10,000 gpm) groundwater extraction, treatment, and injection system from approximately 1994-2004. The system has been determined to be ineffective and unnecessary and is no longer needed per TEAD-N's Resource Conservation Recovery Act (RCRA) Post-closure Permit, modified and approved July 28, 2014 (the Permit). 2.CAPABILITIES AND QUALIFICATIONS: a.Qualified personnel are required with recent knowledge and experience in: 1)Development and stakeholder approval of a work plan detailing how the decommissioning of the system will be accomplished to meet all regulator and stakeholder concerns; 2)Cleaning, characterization, demolition and disposal (to include recycling and reuse as appropriate) of treatment plant building and all associated equipment within and in close proximity to the plant (including the large stripping towers); 3)Abandonment of identified extraction and injection wells, to include removal of all surface and shallow appurtenances and restoration of the disturbed ground in these areas; 4)Characterization and abandonment of all piping between the extraction and injection wells and the treatment plant; 5)Reporting/documenting all decontamination, demolition, abandonment, characterization and disposal activities. The plant shall be decommissioned in accordance with Utah Administrative Code R315-8-7 and Module VI.B of the Permit. The most challenging aspect of this project is the scale of the system with the large capacity of the treatment system equipment, the miles of piping, and the depth of the wells (typically 250-350 ft bgs) all contributing to the difficulty and cost of the work. b.SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE in: 1)State of Utah well abandonment requirements 2)Hazardous waste profiling and disposal 3)Demolition of buildings and large equipment/structures (such as air stripper towers) 3.SUBMISSION REQUIREMENTS Potential offerors having the skills and capabilities necessary to perform the described project are invited to provide feedback, and/or questions regarding this project directly to the Contracting Officer, via email to Donna.S.Hammock@usace.army.mil.
