- Description
- The U.S. Department of Energy (DOE), Office of Energy Security Analysis, Energy Policy and System Analysis (EPSA) intends to award a sole source contract to IHS Global, Inc. The requirement consists of subscriptions and related consulting services, to assess information on global oil and liquefied natural gas (LNG) markets, companies, institutions and policies. The vendor will provide analyses of international crude oil markets and the political economy of global energy trends. The analyses include an in-depth examination of the political and economic factors that impact the policies of principal oil producing and consuming countries. The analyses will include reviews of global and regional economic growth and the consequences for oil demand, strategy and planning of the Organization of Petroleum Exporting Countries and regional oil market forecasts accompanied with geopolitical analysis. These services were previously provided by IHS Global, Inc. under Department of Energy Contract Number DE-PI0000036, which expired on September 30, 2014. The statutory authority for permitting other than full and open competition for this contract is Section 303[c][1] of the Federal Property and Administrative Services Act of 1949, as amended by the Competition in Contracting Act, 41 USC 253[c][1], and implemented by FAR 6.302-1[a][2][ii][B], which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements; and when it is likely that an award to any other source may result in unacceptable delays in fulfilling the agency?s requirements. The services delivered by IHS Global Inc. are unique and provides valuable information in detailed analysis of individual company and country profiles for key players in global oil and natural gas markets. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. If a firm believes that DOE should not pursue this sole source procurement with IHS Global Inc., then they should submit a capability statement and pricing information for the requirement by 12:00pm EST on January 8, 2015. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information will be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industry Classification System (NAIC) Code for this requirement is 519190. The anticipated period of performance will be for one month following award.
