- This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified Small Business sources to perform a potential requirement. Submission of any information in response to this market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred associated to this request for capability information. The Federal Courthouse of Minneapolis, MN is conducting market research in order to determine the availability and capability of a Small Business to perform the Building Automation System (BAS) Upgrade at their location of 300 South Fourth Street, Minneapolis, MN 55415-1320. Contractors will be required to complete work including but not limited to the replacement of an aging Siemens BAS system. The object of this project is to replace the network backbone and controls for the AHUs and the heating/cooling systems. The following criteria must be met: A. Installer Qualifications: An experienced installer who is an authorized representative of the automatic control system manufacturer for both installation and maintenance of units required for this Project. B. Contractor Quality Assurance: 1. "Contractor" shall be defined as a company who is contracted for the purposes of installation, or other labor, to complete the work as noted in the bidding documents. 2. All contractors shall be pre-approved as any other product or manufacturer is per Division 01 - "Prior Approval" prior to bid. 3. For a contractor to be pre-approved they must meet the following criteria. The Owner will use this criteria for basis of acceptance of bid. The criteria is as follows: a. The Building Control and Energy Management System contractor shall have a minimum of ten (10) years of experience in the successful installations of direct digital control and electrical/electronic control systems in facilities similar to this project and installing the Awarded Manufacturer's product. 1) Experience shall include system architecture development and design, project management, installation, start-up, and commissioning of direct digital control and electrical/electronic control systems. 2) Successful contractor shall have a minimum of (5) Tridium authorized service technicians on staff. Identify the lead technician for the project on proposal. 3) Successful contractor shall have project management and engineering design and support personnel with a minimum of 10 years of experience on similar projects identified on proposal. b. The Building Control and Energy Management System contractor must have a minimum of five (5) successfully completed installations similar in size, type, design, radius and with use of the Awarded Manufacturer's product. 1) Size consists of buildings over 500,000 square feet. 2) Type consists of occupied buildings during construction. 3) Design consists of government or private enterprises. 4) Response time to get to site for service or warranty calls shall be no more than 2 hours. C. Manufacturer Qualifications: Manufacturers shall have a minimum of fifteen (15) years of manufacturing experience. A manufacturer's directly authorized and licensed firm experienced in automatic temperature-control systems similar to those indicated for this Project and with a record of successful in-service performance. A record of in service performance shall include projects of like size. This project, designed by DLR Group for the General Services Administration, will be constructed under a single prime contract within the North American Industry Classification System (NAICS) Code 238210 - Building Automation System Installation Contractors with a small business size of $15.0 Million. All work must be completed within 4 consecutive months. Responses to this announcement must be received no later than Tuesday, January 6, 2015, at 2:00 P.M. Central Standard Time. Statement of Capability stating your skills experience, knowledge and equipment required to perform the specified type of work. This should include documentation of past BAS system work. THIS IS A NOTICE FOR SOURCES SOUGHT. No feedback or evaluations will be provided to companies regarding their submissions. However, GSA may contact sources to gather additional information as needed.
