- RFI - Background Investigative Resources, including Training Requirements as Attachment 1 and 2 Request for Information U.S. Office of Personnel Management - Federal Investigative Services Investigator Resource Availability 1. Synopsis This Request for Information (RFI) is issued solely for informational and planning purposes, and does not constitute an Invitation for Bids, Request for Proposals, or Request for Quotations. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract, nor do they affect a potential offeror's ability to respond to any future synopsis/solicitation which may or may not follow or restrict the U.S. Government's eventual acquisition approach. Additionally, the U.S. Government will not provide reimbursement for any information that may be submitted in response to this RFI. Respondents are solely responsible for all expenses associated with responding to this RFI. Interested vendors responding to this RFI may provide capability information for all pieces of this requirement or for an entire solution. Respondents will not be notified of any results derived from a review of the information provided, however information gathered may be utilized for technical and acquisition purposes. Time permitting and depending upon the information received, individual vendors may be contacted for product demonstration. The U.S. Government will not pay for any costs associated with such demonstration(s) of any software products. 2. Background The Office of Personnel Management, Federal Investigative Services (OPM-FIS) is responsible for conducting a majority of the Background Investigations for the Federal Government to support suitability and national security clearances. Through this RFI, OPM-FIS is seeking information regarding available companies with fully trained and qualified resources which are capable of immediately performing in an investigative capacity for the OPM-FIS. OPM is seeking a quantifiable (headcount, available hours per week, total number of background investigations by investigation type which your company could handle, statement regarding your ability to offer nationwide or regional support, etc.) measurement of personnel not already engaged in support of the OPM mission, who are ready and able to be assigned to support the BI mission. The listing of available resources must include the geographic region where the resources are available (ie. Nationwide, Eastern Region, PA Only, etc.). Respondents should be as descriptive as possible regarding the available resources and the locations of availability. OPM has several position classifications whereas an individual may be qualified to support the Background Investigative mission (see below). In addition to the tangible number of resources available for dedication to the OPM Background Investigative mission, OPM is also seeking new or innovative methods where the flexibility of a non-dedicated contractor or non-dedicated contractor staff may be supportive, valuable, and able to be incorporated in the investigative process. 3. Requirements The contractor must have a NAICS code in an area which could be used to support the OPM Background Investigative Mission. NAICS codes other than 561611 must include an explanation regarding the company's experience in supporting a mission similar to the OPM Background Investigative mission. OPM is not seeking companies to respond to this RFI if they would intend to hire experienced personnel away from an already engaged background investigative contractor. Historically the personnel engaged on these types of contracts are of the following classifications: • Investigative Technicians • Record Couriers and • Investigators Respondents are asked to specifically outline the training/qualifications of the identified staff. • The training/qualification standards for personnel currently operating in this capacity for OPM are outlined in Attachment 1. • A summation of the National Training Standards for investigative personnel is provided in Attachment 2. • Investigative contractors who do not have staff that meet either of the standards listed above are encouraged to respond yet indicate that additional training may be required. 4. Instructions for Responding to RFI Information provided in response to this RFI must be submitted electronically to the U.S. Office of Personnel Management Boyers Contracting Group no later than 17:00 EST Monday 26 January 2015, in the form of a "white paper." Responses should be limited to not more than ten (10) single spaced pages exclusive of marketing slicks or published information available at time of release of the RFI request. Available personnel, hours, etc. may be provided in a manner of the vendor's choosing (by name, by location, availability to travel, hours available per week, etc.). Respondents should identify the level of investigation of each identified resource. Respondents should specifically identify the level of training/qualifications of the identified staff: • staff meet the current OPM requirement-Attachment 1, • staff meet the National Training Standards - Attachment 2, • staff are qualified but meet neither of the above referenced standards. Please provide an explanation of the training which may be required. Respondents are requested to also include the billable rate for the resource. We request electronic responses only. The cover letter must cite the following information at a minimum: • Response to RFI Number OPM15-15-I-0001 • Vendor's Organization/Company Name, Address, Contact Person Information • Vendor's DUNS Number • Business Size and Size Standard / Classification. If submitting a capability statement it should not exceed 10 single sided pages in length. Please identify your size classification relative along with the applicable North American Industry Classification System (NAICS). Include whether or not you are a small business; HUBZone small business; service-disabled, veteran-owned small businesses; 8(a) small business; women-owned small business; or small disadvantaged business in order to assist the government in determining the appropriate acquisition method, including whether a set-aside is possible. 5. Question and Answer Questions regarding the contents of this RFI shall be submitted via email to: leslie.henderson@opm.gov (and copied to: james.thieme@opm.gov ) not later than 13:00 EST Friday 9 January 2015. Question and Answer data will be updated to this RFI as received between the posting date and the conclusion of the question period.
