- The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), National Health and Environmental Effects Research Laboratory (NHEERL), Integrated Systems Toxicology Division (ISTD) intends to solicit, on a competitive basis for a Brand Named item, under the authority of FAR 13.106-1(b )(ii) for an Aperio ScanScope AT2 manufactured by Leica Biosystems. The Aerio Scanscope AT2 is a digital pathology slide scanner designed for automatic capture, storage and analysis of images from biological tissue samples mounted on microscope slides. Acquiring the Aperio ScanScope will provide quality means to maintain an in?house digital pathology slide storage program. This system will be a major resource to numerous research programs within NHEERL and potentially other centers and laboratories within ORD. In addition, it provides ISTD the capability to maintain collaborations with nearby pathology professionals who also use the Aperio platform. For example, the Aperio instrument infrastructure will allow use of current EPA storage server design and back-up protocols engaged by the Office of Scientific Information Management. This platform maintains and furthers ISTD?s capacity for collaborations with other pathologists. The Aperio is the platform of choice for the National Toxicology Program and other nearby pathology organizations. The Aperio AT2 slide scanner has the capability to 1) perform routine scanning applications for digital archiving of histologic, immunohistochemical, and special-stain slides from EPA studies and sharing of slides for pathology consults and peer review; and 2) enhanced slide visualization, advanced image analysis, teleconferencing, digital classrooms, and image archiving. This system offers unprecedented image quality, speed, and reliability for whole slide imaging with a focus on slide safety. Fragile glass slides are never touched by the scanners, but are held horizontally in secure slide holders to minimize any risk of damage or breakage. It is our intent to award a single fixed price purchase order. Interested firms may identify their interest and capability to respond to the requirement. The North American Industry Classification Code (NAICS) is 334516. The size standard for this code is 500 employees. This procurement will be accomplished under FAR Part 13 Simplified Procedures. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETATIVE QUOTATIONS. Sources wishing to be considered MUST submit a capability statement via FedConnect (www.fedconnect.net). A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Documentation must be submitted no later than 3:00 PM eastern daylight time, January 7, 2015. Telephone requests will not be honored.
