- TITLE: Sources Sought Notice FDA-1143343 This is a SOURCES SOUGHT NOTICE to determine the availability of potential small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) in accordance with FAR 7.104(d). The potential small business will need to demonstrate the capability to perform all facets of the work described below. The sole intent of this Sources Sought Notice is to obtain capabilities for set-aside and procurement planning purposes. This is not an invitation for bid, request for proposal, or other solicitation, and in no way obligates the Food and Drug Administration (FDA) to award a contract. CONTRACTOR REQUIREMENTS The Food and Drug Administration's Office of Acquisitions and Grants Services has a requirement for a pulsed thermoluminescence system for detection of irradiated materials or similar to. The must meet the following requirements: • Pulsed photo stimulated luminescence instrument in USB/Windows format. • The instrument must meet all of the requirements set forth in EN13751 "Detection of irradiated food using photostimulated luminescence." • A pulsed Infra-Red source comprising of an array of infra-red light emitting diodes (IR LEDs) which are pulsed symmetrically on and off for equal periods. • Photostimulation at 880 nm in synchronous 15 microseconds on/off pulses with digital lock in photon counting. •A UV-VIS Anti-Stokes Luminescence detector. •Photostimulated luminescence (PSL) is detected by a high gain, low background, bialkali cathode photomultiplier tube (PMT) operating in the photon counting mode. •Optical filtering is used to define both the stimulation and detection wavebands •Typical performance a.System background at 20ºC, typical: 50cs-1, maximum: 150cs-1. b.Counter pre-load: 256 counts c.Threshold for "Positive" indication: 5000 counts •Data logging computer and all associated interface cables and program for the instrument. •The system must work seamlessly (single point interface) with included software. •Validated and calibrated system. •Reference materials for daily checks and traceability. •Training for the operation of the instrument and the current EU method for the analysis of irradiated spices (EN13751). •Minimum 90-day warranty, parts, labor, and travel Please provide the follow Business information: 1.DUNS Number 2.Company Name 3.Company Address. 4.Company Point of Contact, phone number and email address 5.Type of company under NAICS, as validated via the System for Award Management (SAM).
