- Specification The United States coast guard surface forces Logistics Center, Contracting and Procurement branch 2 IBCT Product Line intends to issue a Commercial Request for Quote for Dry-Dock Repairs for the United States Coast Guard Cutter: KICKAPOO (WLR-75406). The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. The NAICS Code is 336611 and the small business size standard is less than 1000 employees. The simplified acquisition will be issued as a Best Value for Quote (RFQ) on or about December 24, 2014. The RFQ will be issued via the Federal business Opportunity (FEDBIZOPPS) website at http://www.fbo.gov/. This requirement will be evaluated using price and past performance as an evaluation factors. Hard copies solicitation will not be issued. It is incumbent upon the contractors to monitor the FEDBIZOPPS website for RFQ release and all subsequent amendments. FEDBIZOPPS also contains an optional automatic notification service. THE ACQUISITION WILL BE SOLICITED AS A TOTAL SMALL BUSINESS SET-ASIDE The performance period will be based following Cutter's Availability dates and completion time: USCGC KICKAPOO (WLR-75406) will be available from May 6, 2015 through June 24, 2015 (49) Forty-nine days after vessel becomes available. PLACE OF PERFORMANCE: The place of performance will be at the contractor's facility. The Geographic Restriction: Restricted to the Western Rivers of the United States to a transit distance no greater than 650 river statute miles from the cutter's home port and no open water transit. The "Western Rivers" means the navigable portions of the Mississippi River and its tributaries above mile marker 0 of the lower Mississippi river. Navigable tributaries of the Mississippi River include only the waterways within the area of jurisdiction of Coast Guard aids to navigation facilities as described in Light List Volume V (COMDINST M16502.5), and the Tennessee Tombigbee Waterway. In addition this area includes the Bulf of Mexico Intra Coastal Waterway. This area specially excludes unprotected or open waters of the Gulf of Mexico. 01 November to 15 March: No transit through Melvin Price Lock and Dam during this period.
