- The Federal Bureau of Prisons Field Acquisition Office in Grand Prairie, Texas, intends to make a single award for a qualified Medical Assistant and a Phlebotomist for the inmate population located at the Federal Correctional Institution in Texarkana, TX. The successful contractor shall provide both instructors in which satisfactorily meets the qualifications required for this requirement at the FCI and FPC. Services for the Medical Assistant shall include the provision of : Scheduling and coordinating patient appointments for medical providers in chronic care clinics, sick-call appointments, and physical examinations, communicating patient messages to the medical providers, entering and updating patient information in the electronic medical record system, capturing and documenting vital signs, updating patient medical and family history, assisting with clinical procedures by preparing instruments, immunization administration, wound Care, suture removal, patient education, cleaning exam rooms, operation of EKG machine, maintain supplies in all exam rooms, etc. And services for the Phlebotomist shall include the provision of: the collection of blood and urine samples, preparation and tracking of all lab samples, and daily maintenance of laboratory equipment, including advising when equipment requires professional maintenance repair, biological specimen preparation and packaging for shipment to contract laboratories, maintenance of laboratory logs and other records as necessary to comply with Clinical Laboratory Inspection Amendment (CLIA) guidelines, informing the Contracting Officer's Representative of all information pertaining to the services rendered, i.e., specimens obtained; and reporting any problems arising in regards to laboratory services. The contractor must provide candidates for the Medical Assistant that are fully licensed or certified as any of the following areas: Medical Assistant (MA), Licensed Practical Nurse (LPN), Certified Nursing Assistant (CNA), Emergency Medical Technician (EMT). And have knowledge and ability to perform the duties of a Medical Assistant with at least one year of work experience related to duties of a Medical Assistant. The contractor must also provide candidates for the Phlebotomist that either have completed a 12 week Lab Technician program, an approved state program or possess an associate's degree. The contractor must have at least six months experience as a phlebotomist in a clinical setting. The contractor shall provide written documentation of certification (copy of all diplomas and/or certificates) that permits them to perform services in this statement of work for the duration of the contract. The estimated amount of services required for each of the medical services requested are estimated at approximately 1440 hours per year except for Federal Holidays. Specific days and hours of services required are subject to the mutual agreement of both parties. Changes in the schedule resulting from FCI security issues will be subject to the mutual agreement of both parties only. The Contractor shall be entitled to be reimbursed for reasonable costs incurred as a result of schedule changes necessitated by the FCI. The award will be made to the responsible contractor who submits the most advantageous quote to the Government based on price and price-related factors only. The Contracting Officer anticipates awarding an indefinite-delivery requirements type contract, with firm fixed unit pricing. The contract period shall consist of a 12-month base year with four (4) possible option years for renewal. The solicitation will be available on or about December 29, 2014 and will be distributed solely through the General Services Administration's Federal Business Opportunities website at www.fedbizopps.gov. Hard copies of the solicitation will not be available. The website provides all downloading instructions to obtain a copy of the solicitation. All future information concerning the acquisition, including solicitation amendments, will be distributed solely through the website. Interested parties are responsible for monitoring the site to ensure you have the most up-to-date information about the acquisition. All Contractors doing business with the Federal Government shall be registered in the System for Award Management (SAM) database. The website for registration is www.sam.gov. The solicitation is set-aside for all small businesses. The North American Industry Classification System code for this solicitation is 621399 with a size standard of $7.5 million. The anticipated date for receipt of quotes is on or about January 15, 2015. Faith-Based and Community-Based Organizations can submit offers/quotes equally with other organizations for contracts for which they are eligible. All responsible small businesses may submit a quote.
