- This is a Sources Sought announcement and is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). This Request for Information (RFI) is for planning purposes only and SHALL NOT be considered as an RFP or as an obligation on the part of the Government to acquire any products or services. No formal solicitation document exists at this time. The Technology Applications Office (TAO) is currently seeking approved participants capable of providing the necessary technical expertise to develop an ultra-small Electronically Steerable Array (ESA) Communications on the Move (COTM) satellite system in a man packable format. The Government requires the current capability to be at Technical Readiness Level (TRL)-5 with the end state being TRL-7. TRL-7 shall be achievable within 6 months. For TRL-5 the following parameters are required initially. 1) Vendor shall be able to demonstrate their current TRL-5 ESA COTM satellite system in a testing environment. 2) Vendor shall demonstrate TRL-5 ESA COTM satellite system in any or all of the following frequency bands; 30b Ku, Standard Ku-Band, Extended Ku-Band, Ka-Band, and X-Band. 3) The TRL-5 ESA COTM satellite system shall interface with Government furnished Internet Protocol (IP) data and power sources. 4) TRL-5 ESA COTM satellite system shall demonstrate ability to acquire and modem lock with necessary frequency band satellites. For TRL-7 the following parameters are required. 1) Vendor shall provide a TRL-7 ESA COTM satellite system that has an Ultra-Small form factor (Weight 15lbs., 30Ku-Band dimensions of 3 quote mark D x 12 quote mark L x 12 quote mark W, Scalable dimensions of 3 quote mark D x 24 quote mark L x 24 quote mark W)(+/- 10%). 2) Vendor shall provide a TRL-7 ESA COTM satellite system which at a minimum has the capability of ground and vehicular operations but a goal of ground, vehicular, maritime and airborne. For airborne operations the system should be designed with shock, vibration and environmental considerations in mind and must provide external IRU or equivalent pointing reference. 3) Vendor shall provide a TRL-7 ESA COTM satellite system that operates in the 30b Ku Band and is scalable to the Standard Ku-Band, Extended Ku-Band. 4) Vendor shall provide a TRL-7 ESA COTM satellite system that has the capability of elevation operations between 15 and 90 from horizon when 90 is perpendicular to the ESA and provide a 360 azimuth and a minimum of the ability for co-polarization but with the goal being cross-polarization. 5) Vendor shall provide a TRL-7 ESA COTM satellite system antenna gain to noise temperature (G/T), for 30b Ku plan, greater than 8bB/K. 6) Vendor shall provide a TRL-7 ESA COTM satellite system Effective Isotropically Radiated Power (EIRP), at P1db for 30b Ku plan, with the following criteria a) Greater than 43dBW at 90 elevation. b) Greater than 5dB/K at 36dBW at 30 elevation while operating at latitude of 50. 7) Vendor shall provide a TRL-7 ESA COTM satellite system with Transmit data rate of 1Mbps and Receive data rate of 4 Mbps. 8) Vendor shall provide a TRL-7 ESA COTM satellite system Satellite Acquisition and modem lock 5 minutes after initiating the command. 9) Vendor shall provide a TRL-7 ESA COTM satellite system Satellite Re-Acquisition and modem lock 1 minute after cause has been eliminated. 10) Vendor shall provide a TRL-7 ESA COTM satellite system have External cable connections which shall be limited to a maximum of two Ethernet RJ-45 connections, two L-band connections (i.e. one (1) N-type connection for transmit and one (1) TNC connection for receive) for external modem operations, and one power connection for operations for external facility power. 11) Vendor shall provide a TRL-7 ESA COTM satellite system that minimally will integrate with a Romantis modem but will also be required to integrate with external iDirect Evolution or Hughes L-Band modem. 12) Vendor shall provide a TRL-7 ESA COTM satellite system that provides a Graphic User Interface (GUI) that is operational by single user. 13) Vendor shall provide a TRL-7 ESA COTM satellite system that is capable of tracking a satellite while on the move. 14) Vendor shall provide a TRL-7 ESA COTM satellite system that is powered by a 2590 series battery or direct replacement battery. Minimum required battery life is 3 hours but the goal will be 6 hours(=/- 1 hour on single battery). System should also have capability of plugging into commercial 110/220 VAC, 50/60 Hz power supply if available. 15) Vendor shall provide an estimated production cost for the terminal considering that the research and development costs are already absorbed. TAO is issuing this notice as a means of conducting market research to identify parties having an interest in and the resources to support the effort. The results of the market research will contribute to solidifying the acquisition strategy and determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this RFI is 334220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. Sources Sought Response: Interested business concerns that consider themselves qualified to deliver the required ESA are invited to submit a Capabilities Statement. The Capabilities Statement should include the following: a) Organization name and address, e-mail address, point of contact, business size, telephone number, DUNS number and CAGE code. b) Tailored Capability Statement addressing: (LIMITED TO 5 PAGES) 1.Interest as a potential vendor; 2.Appropriate documentation supporting the technical capability required to develop an ESA to include any technical manuals/brochures/technical pictures of current products. 3.Appropriate documentation if significant subcontracting or teaming is anticipated in order to deliver management structure of such arrangements. The Government plans to evaluate the information provided to ascertain the potential market capacity to: Provide services consistent in scope and scale with those described in this notice and as otherwise anticipated; Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; Demonstrate experience in maintaining a successful project management plan that includes compliance with tight program schedules; cost containment; meeting and tracking performance; Rough Order of Magnitude (ROM) to produce an ESA at the TRL-7. NO SOLICITATION EXISTS; THEREFORE, DO NOT REQUEST A COPY OF THE SOLICITATION. This sources sought is for information and planning purposes ONLY and is not to be construed as a commitment by the Government nor will the Government pay for any information solicited. No award will be made from this announcement. However, a solicitation mailing list may be created if an when an acquisition requirement is created.
