- The United States Property and Fiscal Office for Michigan intends to award a contract: W912JB-15-P-3005 to Advanced Technical And Educational Consultants, Inc. for a non-personal services contract to provide ProBoard / IFSAC certified Awareness and Operations Hazardous Materials Level Training and Technician Level Technical Rescue for up to 2 Men and Women of the Michigan National Guard who are assigned to the C2CRE-B Technical Support Force at the Florida State Fire College from 12 January to 06 March 2015. THIS IS NOT A REQUEST FOR QUOTATION. Advanced Technical And Educational Consultants, Inc. provides all personnel, equipment, student manuals, tools, training sites, supervision and other items, and non-personal services necessary to conduct HAZMAT OPS and Awareness and Technician Level Technical Rescue training at Florida State Fire College in Ocala, FL from 12 January 2014 to 06 March 2015. Technical Support Force units are high priority elements of the HRF, CERFP, DCRF, C2CRE-A, and C2CRE-B under the scrutiny of ARNORTH, NORTHCOM, and the Secretary of Defense. They have been directed to be trained and operational with a validation of operational capability before assuming the C2CRE-B mission each year. These training courses are required to ensure these units possess the operational capability to respond appropriately to a CBRNE incident. The potential contractor provides Subject Matter Experts (SME's) with backgrounds and knowledge with regards to the Incident Command System, NIMS, safety, operations, search & rescue, HAZMAT certification, and HAZMAT operations. The contractor's SMEs will also have a backgrounds in DCRF / CBRN Enterprise / C2CRE, urban search & rescue operations, medical operations, mass casualty decontamination operations, and reconnaissance operations as all operations pertain to established CBRNE doctrine, Tasks, Conditions, and Standards. The potential contractor are responsible to plan, coordinate, synchronize, training, and execute this training and the pricing has been compared to other venues to prove them fair and reasonable. Responses to this intent should be from CBRN Enterprise Training Services that are capable of 2+ Men and Women of the Michigan National Guard who are assigned to the C2CRE-B Technical Support Force at the Florida State Fire College. This notice of intent is not a request for proposals or quotations. No solicitation package will be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received within thirteen (13) days after the date of publication of this notice will be considered by the Government. All information submitted should support the offeror's capability to provide the supplies required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's capability to provide these supplies. Verbal responses are not acceptable and will not be considered.
