Description
THIS IS A SOURCES SOUGHT SYNOPSIS; A MARKET SURVEY FOR INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOWUP INFORMATION REQUESTS. THE PURPOSE OF THIS SYNOPSIS IS TO GAIN KNOWLEDGE OF POTENTIALLY QUALIFIED SOURCES AND THEIR SIZE CLASSIFICATIONS (SMALL BUSINESS, LARGE BUSINESS, ETC) The 42nd Contracting Squadron at Maxwell Air Force Base is seeking, for preliminary planning purposes only, qualified sources interested in providing a Host Server with Mapping Software that provides digital geographic map imagery on a Representational State Transfer (REST) Web Service in a closed network. See attached Statement of Requirement (SOR) for more detailed information. Firms responding to this RFI are asked to provide the following information in their initial response: (1) Company name, address, point of contact, voice and fax telephone numbers and e-mail address. (2) Type of business, (i.e., small, small disadvantaged, woman-owned, Hub Zone, serviced-disabled veteran-owned small business, large business, etc.), (3) Under which NAICS does your company usually perform all the services identified in the attached SOR? Please include the rational for your answer. (4) Specifications for a product offered by your company that clearly meets the requirements of paragraphs 2.1 through 2.6 of the attached SOR. Final responses to this RFI will be due 12pm, Central Standard Time (CST), on 9 January 15. As industry may expect to see portions of submitted information in future solicitations, portions of the response containing proprietary information should be clearly marked as such. Information submitted will not be returned to the respective respondents. Attachment STATEMENT OF REQUIREMENT MAPPING SOFTWARE 1.0 SUMMARY OF REQUIREMENT. LeMay Center/WG needs to stand up a host server with mapping software that provides digital geographic map imagery on a Representational State Transfer (REST) Web Service in a closed network. 2.0 DESCRIPTION OF REQUIREMENT. 2.1 An application to view spatial data, create, manipulate (edit) and manage GIS datasets, perform spatial analyses, create automated process (geoprocessing models), and perform tasks (such as geocoding), in support of our Common Operations Picture (CoP) 2.2 Ability to create, manage, and publish any custom GIS web map, application, data, geocoding, and/or geoprocessing services. 2.3 Web Service deployed on-premises (behind the firewall in a private cloud) on the organization's network or private cloud. 2.4 A map imagery repository appliance to provide terabytes of worldwide basemaps and reference layers, along with geocoding and routing services on a preloaded, network-attached storage device that plugs into the organization's internal network. The content layers and related services and protocols should be the same as those available via REST Services over the Internet so our custom applications do not have to write custom code to switch between networks. 2.5 A Silverlight web mapping Application Program Interface (API). 2.6 Hardware (server & storage) will be addressed internally within LeMay Center/WG. 3.0 BACKGOUND. LeMay Center/WG's Web Forces software, developed in-house, provides the CoP with underlying map imagery for wargames. Web Forces was built around the API of ESRI geographic information system mapping software. WG currently connects to the ESRI Cloud via NIPR to access the underlying map imagery for Web Forces. WG needs to take this capability offline for use on a closed network. That will require WG to host a map server on the closed network. Leading industry providers (Google, Bing, and MapQuest) don't authorize standalone servers for their map imagery. ESRI is the only known provider that will license WG to host a map server on a closed network.
