SOURCES SOUGHT ANNOUNCEMENT FOR INFORMATIONAL AND PLANNING PURPOSES ONLY. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The purpose of this Sources Sought is to gain knowledge of interest, capabilities and qualifications of vendors who can successfully support this requirement. The contemplated type of solicitation that will be issued will depend upon the responses to this Sources Sought and other information available to the Government. Responses must clearly demonstrate qualifications, capability and expertise to deliver the requirement. Responses to this Sources Sought will be considered as part of the market research that will be used to develop the acquisition strategy to satisfy this potential requirement. The 21st Contracting Squadron, Peterson AFB, CO is conducting market research for Integrated Library System (ILS). Period of Performance will be a base year beginning 1 June 2015 through 31 May 2016 with four option periods ending 31 May 2020. The requirement is providing an established, current and proven web based remote Active Server Pages (ASP), Integrated Library System (ILS) to three (3) Air Force Space Command (AFSPC) general libraries and one (1) Air Force Global Strike Command (AFGSC) located at the following locations: Patrick AFB, FL; Peterson AFB, CO; Vandenberg AFB, CA; and Malmstrom AFB, MT. The ILS must be accessible to authorized users from any computer with Internet access (office, home, etc.) on a 24-hour basis. The ILS will allow users to perform a single search of all of the holdings in the libraries (print, non-print, and electronic resources) to include holdings of all AFSPC and AFSPC library consortium members. The ILS shall de-duplicate item records (held by the consortium libraries) into one which will indicate on that record what libraries maintain a copy of the item with minimal errors requiring correction. The ILS will list all the materials in the online catalog as-well-as providing the full-text articles and books available through databases and other electronic resources provided by AFSPC and the AF Library Program. The ILS will build content virtual spaces accessible to all system users, enabling users to obtain information within subject specific areas that represent content contextually and permit contextualized searches The ILS must comply with the following Library Industry Standards: American National Standards Institute (ANSI); National Information Standards Organization (NISO); International Standards Organization (ISO); ANSI/NISO Z39.50, Version 3; ANSI/NISO Z39.88; San Antonio Protocol (SAP1); San Antonio Protocol (SAP2); International Standards Organization (ISO) 10160/10161; Simple Internet Protocol (SIP)2; National Circulation Interchange Protocol (NCIP); Electronic data Interchange (EDI); Unicode; Extensible Markup Language (XML) Cumulative Total of estimated records: Patron Records - 28,500; Bibliographies - 149.500 TRAINING The contractor will provide training to the staffs of the (3) AFSPC libraries and (1) AFGSC libraries Quality Assurance Personnel for all software application necessary for the operation of the ILS. Follow-on and refresher training may be accomplished through a variety of methods to include, but not limited to video or computer-based training. GOVERNMENT FURNISHED PROPERTY AND SERVICES The government will provide the contractor with patron and bibliographic records for the ILS. The contractor will provide the government, upon contract completion, the patron and bibliographic records. RESPONSE BY THE CONTRACTOR The anticipated North American Industry Classification System (NAICS) code is 541512, Computer Systems Design Services, and the size standard is $27.5 million.
