Description
Title: Hawaii Bikeshare Planning The purpose of this amendment is to provide answers to questions submitted. See below. QUESTION1: Pursuant to Addendum 1 issued 12/09/2014, shifting the solicitation to full and open competition, are the FAR Part 13 Simplified Acquisition Procedures still applicable? ANSWER1: Yes. QUESTION2: Section II Contractor Qualifications states the resume submitted for key personnel shall not exceed one page. Is that one page overall for the entire team or one page for each staff member. ANSWER2: One page per staff member QUESTION3: The BikeShare System Recommendations RFP seems to be largely oriented around planning and community engagement, however there is a specific mention of ?final detailed drawings for station designs? (p. 12). Are these intended to be specific station plans, or typical plans illustrating different potential installation options? ANSWER3: Typical plans illustrating different potential installation options QUESTION4: The BikeShare System Recommendations Report entails support regarding vendor and operator contracting. Does EPA see any conflicts if a person participating in this EPA-funded bike share project decides to pursue the actual system implementation (vendor and operator contracting) in the future? ANSWER4: This EPA procurement is only for a planning purchase order. EPA will not be involved with the procurement of the actual system implementation, and hence does not see any conflict of interest. The entities involved with the system implementation will utilize their own processes and how they conduct any corresponding implementation procurements will be up to them. QUESTION5: Will EPA entertain approaches to Task 1: Bikeshare Community Engagement that change the process requirements (as an example for illustrative purposes - fewer stakeholder meetings and more community workshops)? ANSWER5: To clarify, the purpose of identifying the number of meetings/workshops as outlined in the Statement of Work is to ensure adequate coverage and engagement of stakeholders and community members -- as with the Task overall. Please estimate your quote based on the numbers and approaches identified in the Statement of Work. QUESTION6: Does this contract require audited rates? ANSWER6: No QUESTION7: Do rates need to be based on raw direct pay rate times overhead? ANSWER7: For the presentation of hourly rates in response to this RFQ, please only provide Fully Burdened Rates. QUESTION8: Can profit be applied to rate inclusive of overhead? ANSWER8: For the presentation of hourly rates in response to this RFQ, please only provide Fully Burdened Rates. All other Solicitation information remains the same.
