- Annex 3 SOL-306-15-000012 Annex 2 SOL-306-15-000012 Annex 1 SOL-306-15-000012 SOL-306-15-000012 The United States Government, represented by the U.S. Agency for International Development (USAID)/Afghanistan, Office of Acquisition and Assistance, requests proposals to provide Gender Monitoring, Evaluation, and Learning services consistent with the requirements described in Section C of this solicitation. The purpose of the resulting contract is to supplement existing monitoring and evaluation (M&E) efforts by USAID/Afghanistan for the Mission's three gender activities under the Advancing Women's Empowerment Project (AWEP): i) Promoting Gender Equity in National Priority Programs (Promote), ii) Ministry of Women's Affairs Restructuring and Women's Empowerment (MORE), and iii) Gender Legacy Initiatives. Any questions regarding the RFP's requirements, meaning, or interpretation of its contents must be submitted in writing via e-mail at kabulaidoaamailbox@state.gov with a subject line of "Questions for SOL-306-14-000012" no later than 14:00pm (Kabul Time), January 09, 2014. USAID anticipates the award of one Cost-Plus Fixed Fee Completion (CPFF) type contract. Issuance of this solicitation does not in any way obligate the U.S. Government to award a contract nor does it commit the U.S. Government to pay for costs incurred in the preparation and submission of a proposal. Furthermore, the Government reserves the right to reject any and all offers, if such action is considered to be in the best interest of the U.S. Government.
