USG Local Compensation Plan Salary Table Kenya Gender Analysis & Action Plan Nairobi and Coast ART sites with patient load Nairobi Coast ART PMTCT and HTC Sites SOL-615-14-000013, Amendment 01 Added on December 22, 2014: The purpose of this amendment to the solicitation is to provide answers to questions raised by potential Offerors. See attached SOL-615-14-000013, Amendment 01. Added on November 24, 2014: The purpose of this notice is to add the Solicitation documents and related attachments. Details regarding this solicitation are found in the solicitation document. Posted on September 17, 2014: The purpose of this notice is to comply with the synopses and pre-solicitation notice requirements of FAR 5.2 - Synopses of Proposed Contract Actions. Any solicitation resulting from this notice will be handled in accordance with FAR 5.102(d); therefore, availability of any resulting solicitation package will be limited to this electronic medium. Accordingly, interested offerors are encouraged to register themselves as an interested offeror. Please do not consider this announcement as an RFP, and do not submit your proposals until a formal RFP is posted on the FedBizOpps website: http://www.fbo.gov. The information herein below is released for wide dissemination to all parties and is indicative only. The information is subject to modification and is in no way binding to government and the estimate is based on the best information available at this time. The United States Government (USG), represented by the United States Agency for International Development (USAID) intends to issue a Request for Proposals (RFP) for the USAID/Kenya Afya Jijini (Nairobi) program and the Afya Pwani (Coast) program. The purpose of this solicitation will be to identify a qualified contractor to implement this new Afya Jijini (Nairobi) program and the Afya Pwani (Coast) program. The primary objective of the Afya Jijini (Nairobi) program and the Afya Pwani (Coast) program is to contribute to the USAID/Kenya (USAID/K) Country Development Cooperation Strategy (CDCS) Development Objective (DO) 2 "Health and Human Capacity Strengthened", Intermediate Result (IR) 2.1 "Increased use of quality health services". The activities will build on experiences and lessons learned from the previous integrated health service delivery activities, including the most recent AIDS, Population and Health Integrated Assistance Plus (APHIAplus) Nairobi-Coast, and ensure coordination and communication among development counterparts. The goal is to contribute to CDCS Sub-Intermediate Result 2.2.2 "Improved county-level accountability, institutional capacity, leadership, and management of health service delivery". The purpose of the activity is improved and increased access and utilization of quality health services through strengthened service delivery and institutional capacity of county health systems. To achieve this goal, the USAID/Kenya Afya Jijini (Nairobi) program and the Afya Pwani (Coast) program will focus on three sub-purposes and output areas for the activity as follows: Sub-Purpose 1: Increased and Expanded Utilization of Quality HIV Services; Sub-Purpose 2: Focused Maternal, Newborn, and Child Health; Family Planning; Water, Sanitation and Hygiene (WASH) and Nutrition Services; Sub-Purpose 3: Strengthened County Health Systems. USAID anticipates issuing the solicitation on or about October 7, 2014. This notice does not obligate USAID to issue a solicitation or award a contract, nor does it commit the US Government to pay any cost incurred in the preparation and submission of proposals. Subject to availability of funds, the Government plans to award two separate Cost-Plus- Fixed-Fee (CPFF) completion type contracts - one for the Afya Jijini program and one for the Afya Pwani program - for anticipated base periods of three years and the contract shall include two option periods for one year each, making the maximum length of each contract five (5) years. The exercise of option(s) is subject to availability of funds, USG need for the program and satisfactory Contractor performance work under contract. The maximum overall estimated cost of this procurement is $86 - $88 million. The Afya Jijini Program is estimated to be in the range of $34-$35 million (total costs and fee, if any). The Afya Pwani program is estimated to be in the range of $52-53 million (total costs and fee, if any). The Government is in no way obligated to make an award within this range. USAID will conduct this procurement through full and open competition, under which any type of organization (large or small commercial [for profit] firms, educational institutions, non-profit organizations) is eligible to compete. The procedures set forth in Federal Acquisition Regulation (FAR) Part 15 shall apply.
