- Description
- The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to negotiate and award a sole source, Firm Fixed Price (FFP), Delivery Order under Basic Ordering Agreement (BOA) N00019-12-G-0008 with Insitu Inc., 118 E. Columbia River Way, Bingen WA, for the procurement of advanced services and materials related to training and certification for NSW ScanEagle(SE) Unmanned Aircraft Systems (UAS) Instructors and Operators. The training is to be conducted in Imperial Beach, CA at Government facilities and consists of the complete Initial Qualification Training (IQT) classroom curriculum to meet the SE Operating level of proficiency necessary for consistent safe flight of the SE UAS. There will be options to procure updates to the curriculum and get refresher training on a quarterly basis. The Government does not own adequate data rights needed to perform this effort. Insitu is the only source that can integrate, operate, and maintain this system. The period of performance is anticipated to be 1 calendar year with options for an estimated contractual value of $500k excluding options. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. The authority permitting other than full and open competition is Title 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above.
