- The US EPA, Office of Research and Development (ORD), has a need for a firm to provide technical services and analytical services to support US EPA ORD in the conduct of research, development, and evaluation studies. Major activities include: Treatment and remediation processes and systems, monitoring and evaluation, media, organism cultivation/rearing, contamination measurement, method development, GIS and modeling support, and research planning and presentation. Depending on the needs of the EPA, the contractor shall provide support on-site, i.e., within the USEPA Cincinnati-area facilities, and/or extramurally, e.g., at the contractor?s laboratory or facility; at a national priorities list (NPL) hazardous waste site, brownfield, or field site; or at a municipal, industrial, or federal facility. On-site support services shall be performed at the Andrew W. Breidenbach Environmental Research Center (AWBERC) or at satellite facilities in the greater Cincinnati, Ohio, area, including the Center Hill facility in Cincinnati, Ohio; the Test and Evaluation facility in Cincinnati, Ohio; the Experimental Stream facility in Milford, Ohio; and the Full-Containment facility adjacent to the AWBERC building. It is anticipated that any future contract for these services will be a Cost-Plus-Fixed-Fee (CPFF) Level-of-Effort (LOE) type contract with five one-year periods. Each period will have approximately 170,000 LOE hours including increased quantity options. The applicable NAICS code is 541712 (Research and Development in the Physical, Engineering, and Life Sciences) with a size standard of 500 employees. It is anticipated that this requirement will be set-aside for Small Business. The successful contractor of any resultant contract will be expected to provide all necessary personnel, equipment, and services necessary to conduct the research activities delineated by the Performance Work Statement (PWS). Entities that provide technical support concerning the development, analysis, marketing, production, sale, utilization, and/or evaluation of various remediation processes or entities that develop, market and/or own remediation processes for evaluating hazardous waste, oil spills, or environmental contaminant remediation processes may have an actual or appearance of a Conflict of Interest. In situations where the contractor will provide engineering and technical support to the Agency, the contractor will have first-hand knowledge of environmental remediation technologies which may include evaluations in which the contractor, an affiliate (subsidiaries, parent company, sister company, etc.) as well as current, past and potential future clients may have a commercial interest. Entities that are directly engaged in the activities described above could have conflicts which would be difficult for the Agency to avoid, mitigate, or neutralize. However, no entities are prohibited. All offerors shall submit an OCOI plan that describes procedures the offeror uses to identify and report COIs. The solicitation shall include standard EPAAR provisions (EPAAR 1552.209-70 and 1552.209-72) which require that an offeror certify whether it is aware of any potential OCOI or disclose any potential OCOI, and provide disclosure statements describing such OCOI, which may impact their ability to impartially conduct work under the PWS. The standard EPAAR solicitation provision (EPAAR 1552.209-71) requiring a contractor to make full disclosure of any actual or potential conflict of interest that is discovered or arises after contract award shall also be part of the solicitation. Furthermore, the EPAAR clause (EPAAR 1552.20-74, Alternate V, Limitation of Future Contracting) shall also be included in the solicitation and prohibits the contractor, without the approval of the Contracting Officer, from entering into contracts with an individual, organizations, or their consul tants, to provide services on or in support of the specific remediation equipment, technology, or process identified in a work assignment. This restriction applies during the life of the contract. A draft PWS detailing the specific technical areas, as well as required tasks, for this FBO procurement announcement is posted as an attachment on the FedConnect? web portal. Notices of any modifications to this FBO procurement announcement, including Requests for Proposals and amendments, will be posted using the FedConnect? web portal. Offerors must register with FedConnect? as an interested party to submit questions and to view responses. FedConnect? is a web portal that connects agencies and vendors to streamline the process of doing business with the federal government. Through FedConnect? contractors will be able to receive, review and respond to contract pre- and post-award actions and documents such as correspondence, request for proposals, tasking instruments and contract modifications. The use of FedConnect? also furthers the EPA?s commitment to moving towards a paperless acquisition environment by reducing its carbon footprint and conducting its business in an ecologically friendly manner. Registration may be completed and information regarding the registration process may be obtained at http://www.sam.gov. There is no charge for registration in SAM. The solicitation is expected to be issued no earlier than January 9, 2015 through the FedConnect? portal. The EPA does not intend to mail hard copies of the solicitation. It is the responsibility of the offerors to frequently check the FedConnect? portal for updates or changes.
