- The U.S. Environmental Protection Agency, Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL), Air Pollution and Prevention Control Division (APPCD) intends to negotiate on a sole source basis with Cambustion LTD for a centrifugal particle mass analyzer. The centrifugal particle mass analyzer, manufactured by Cambustion, Ltd., is unique because of its capability to meet the technical specifications for use in calibrating the Environmental Protection Agency (EPA) advanced black carbon measurement system and as an adjunct measurement with the current black carbon system to enable mass resolved aerosol measurements. The EPA has determined that the following mass analyzer capabilities are necessary for optimal instrument calibration and measurement and ease of use with existing experimental arrangements: 1) the mass analyzer needs to support scanning by varying both speed and voltage to obtain a fixed resolution over a size distribution scan, allowing for a high resolution mass distribution measurement necessary to obtain sufficient accuracy for black carbon instrument calibration; 2) the mass analyzer needs to operate optimally at flow rates from 0.3 to 1.5 lpm to accommodate the flow rates of existing EPA equipment; 3) the mas s analyzer needs a measurement range of 0.0002 ? 1,050 fg with maintained accuracy at the smaller mass sizes for black carbon instrument calibration; and 4) the mass analyzer needs external remote control through RS-232 connection for ease of integration into existing EPA experimental arrangements. The capabilities listed above are essential to support black carbon research at EPA. Specifically, high resolution mass classification over an extensive size range is necessary to calibrate our black carbon instrumentation for measurements of diverse combustion types, which can produce aerosols over a wide range of sizes. Additionally, the accuracy of the calibration is directly dependent on the accuracy and precision of the mass classification, necessitating a mass analyzer with optimum size resolution. Black carbon measurements of the utmost accuracy are needed to support EPA?s efforts to compare instrumentation and devise standard measurement methodology. This procurement will be accomplished under FAR Part 13 Simplified Procedures. It is our intent to award a single fixed price purchase order. Interested firms may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETATIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
