- PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA) on behalf of the Information Technology and Applications Center (ITAC) intends to negotiate and award a purchase order without providing for full and open competition (Including brand-name) to Thomson Reuters (Scientific) LLC, 1500 Spring Garden, Fourth Floor, Philadelphia, PA 19130 for InCites citation impact analysis service. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 519130 with a Size Standard of 500 employees. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-79 effective on December 15, 2014. This acquisition is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold ($150,000). STATUTORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. DESCRIPTION OF REQUIREMENT Background The Information Technology and Applications Center (ITAC), part of the Office of Management of the National Heart, Lung, and Blood Institute of the National Institutes of Health, provides the information technology infrastructure to NHLBI staff. In response to the need to better understand the impact of the NHLBI research portfolio on scientific knowledge a pilot program was established in collaboration with NIMH, NIDDK and the NIH Library in FY14 to assess the unique Thomson-Reuters InCites product as a means to determine the citation impact of grants awarded by the NIH. This pilot was highly successful and has resulted in the need to further investigate the research portfolio using the InCites data in FY15. This product is essential to the management of the NHLBI research portfolio including for managing the resources allocated to areas of science within the portfolio. In order to continue this investigation, the Institute requires a subscription to the InCites product with special capabilities to allow NHLBI and other IC staff to perform statistical analyses on the InCites data provided by Thomson-Reuters. Purpose and Objectives This acquisition is for renewal of an annual subscription to the Thomson-Reuters InCites Citation Impact Analysis Service. This task will provide NIH staff access to the Thomson-Reuters InCites product for analysis of the citation impact of publications resulting from NIH grants. This product will enable them to better understand the impact of the NHLBI research portfolio on scientific knowledge by performing statistical analyses on the InCites data provided by Thomson-Reuters. Period of Performance A one year firm-fixed price purchase order with a period of performance of December 31, 2014 through December 30, 2015. Procurement The contractor shall supply all labor, materials, facilities, equipment, and supplies to perform the following tasks: General Requirements This task will provide NIH staff access to the Thomson-Reuters InCites product for analysis of the citation impact of publications resulting from NIH grants. Specific Requirements The contractor shall provide access for up to 999 NIH users to the InCites web interface. The contractor shall update the InCites data for NIH on a quarterly basis based on data sets submitted by NHLBI and make the results available in the InCites web interface. The contractor shall deliver to NHLBI, the underlying data resulting from their analysis to allow NIH staff to perform additional analyses. Deliverables / Delivery Schedule The contractor shall provide the following deliverables: 1. Access to the InCites web interface 2. Underlying data sets resulting from the analysis of NIH provided data Reporting Requirements Quarterly reports shall be included in the underlying data sets. Method of Delivery The Contractor shall deliver all work products to the NHLBI Chief Information Officer or his designee by e-mail. Inspection and Acceptance 1. The Contracting Officer or the duly authorized representative will perform inspection and acceptance of materials and services to be provided. 2. For the purpose of this SECTION Project Officer (PO) / Contracting Officer's Representative (COR) is the authorized representative of the Contracting Officer. 3. Inspection and acceptance will be performed at: NHLBI, Bethesda, Maryland. 4. Acceptance may be presumed unless otherwise indicated in writing by the Contracting Officer or the duly authorized representative within 30 days of receipt. Other Important Considerations Brand-name : InCites is the only product that fully integrates with Web of Science platform, also a Thomson Reuters research tool, available through an NIH Library's subscription. Web of Science is a scientific citation indexing service. CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted as prescribed in FAR Part 10-Market Research. A team from ITAC evaluated several products. The top-rated tools evaluated were from Thomson-Reuters and Elsevier, the two largest providers of abstract and citation analysis data. After presentation to senior Program staff, InCites was selected as the only product that met the requirements. Thomson-Reuter's InCites provides an intuitive and customizable web-based interface with powerful visualization and reporting capabilities. It offers the ability to compare quantitative and qualitative performance of the NIH research portfolio against other institutions and perform in-depth analyses of NIH's role in research. It identifies strengths and areas for growth and enables development of a research strategy. It is unique in its ability for analyzing the citation impact of publications and its ability to deliver raw data results to NIH. In addition, the government will consider any interested and capable parties that respond to this notice. CLOSING STATEMENT This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by 8:00AM EST on December 31, 2014 and must reference number NHLBI-CSB-(HO)-2015-048-JEF.
