Description
NASA/GSFC has a requirement for Estimating Forest and Shrub Aboveground Dry Biomass in the Tanana Valley in Southeastern, Alaska, using Ground Plots and Airborne Lidar scanning Data. The overall object of this joint research project between the Norwegian University of Life Science (NMBU) and the National Aeronautics and Space Administration (NASA) is threefold: (1)Apply and evaluate a new statistical framework developed by NMBU colleagues for large-area estimation of forest biomass by combining airborne lasers and field plots; (2)Investigate field, remote sensing and statistical techniques that will permit analysts to accurately and precisely estimate shrub biomass, an oft-overlooked vegetation component that is expected to be a major driver in boreal/Arctic change; and (3)Compare these results to results generated for the same AOIs using markedly different statistical estimators. NASA/GSFC intends to purchase the services from the Norwegian University of Life Science(NMBU)pursuant to Far 13.106 for the acquisition of supplies or services determine to be reasonably available from one source. Norwegian University is the only vendor that can correctly apply and generate robust, statistically valid estimates using the Stahl et al. (2011)/Ene et al. (2013) two-phase, model-base estimators where a successive-differences sampling estimator is used to calculate the sample variance component. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:30 p.m. local time on January 7, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an statement which shall be considered by the agency.
