- NASA intends to award a sole-source contract extension to Raytheon Company pursuant to 10 U.S.C. 2304(c)(1), Only One Responsible Source, in support of Goddard Space Flight Centers (GSFCs) Earth Observing Systems Data and Information System (EOSDIS) Evolution and Development (EED) contract (NNG10HP02C) within the Earth Sciences Division. This procurement is to extend the effective ordering period of contract NNG10HP02C for six months, from April 1, 2015 through September 30, 2015.The extension to the current EED contract is necessary to ensure program continuity, uninterrupted support to meet critical requirements and to avoid significant technical and schedule impacts to the contract until the follow-on competitive contract is awarded. Sufficient time is required to finalize the follow-on contract award activities. An increase to the current maximum ordering value of $250M is not required as the current value is considered more than sufficient to cover orders placed through the extension. EOSDIS is one of the largest civilian Science Information Systems in the world. It ingests, archives, processes and distributes an unprecedented volume of science data for NASAs flagship Earth Science missions (E.g., Terra, Aqua, Aura). It facilitates science research by distributing science data products to millions of science users per year and supports unique requirements of a variety of Earth Science Disciplines (e.g., Land, Atmosphere, Snow/Ice, and Ocean) as well as inter-disciplinary researchers, climate modelers, and applications users (e.g., U.S. Forest Service). The scope of this contract includes the EOSDIS Core System (ECS), a high performance system for ingesting, archiving and distributing large volumes of data from numerous Earth Science instruments, as well as cross-DAAC and infrastructural components, including the Earth Data portal, The ECHO metadata repository, the Reverb search and access tool, and the User Registration System. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point contact no later than 4:30pm Eastern Standard Time (EST) on January 21, 2015. Interested organizations must provide documentation which establishes its capability in the required areas including documentation of past relevant experience. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this extension action on a competitive basis. A determination by the Government not to compete this proposed extension effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
