Description
DCSO-Philadelphia intends to issue a bridge contract "a sole source" contract with Northup Grumman for the continuation of development services currently performed under DCSO-P contract SP4701-08-A-0009. Services will continue to be focused on: System integration tasks for DLA's Industrial Base Management Systems (IBMS) align under the DLA Defense Business Systems Management Office (PMO) and the Joint Contingency Contracting System (JCCS) Program. The objectives of this six month contract will provide a vehicle through which the contractor shall furnish the necessary services and qualified personnel to provide technical expertise in close coordination with the DLA Defense Business Systems Management Office (PMO) and the Joint Contingency Contracting System Program to provide the integration, enhancement and other technical support for WICAP, SDDB and SPIDERS. The accomplishment of these objectives requires skill and knowledge across the full spectrum of project management of standard systems integration, enhancements, and testing. These include, but are not limited to, requirements and business process analysis, configuration and requirements management, database design, information systems application design, software systems engineering, documentation development and maintenance, testing, and implementation. In addition to the technical skills, knowledge, experience and qualifications stated, these tasks shall also require the services of personnel who have a detailed knowledge of DoD and DLA industrial base planning, readiness and contingency functional processes. Services are expected to start on 1 February 2015 through 31 July 15. The placement of a firm fixed price commercial items type contract is the expected result of this acquisition effort. The NAICS code for this effort is541511 Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
