Description
Department of Veterans Affairs Veterans Benefits Administration Request for Information (RFI) This is a Request for Information and not a request for quotes. This Request is solely for the purpose of conducting market research to enhance VBA's understanding of your company's capabilities. The Government will not pay any costs for responses submitted in response to this RFI. This RFI notice provides an opportunity for respondents to submit their notice of ability, and submit comments in response to the Draft Statement of Objectives attached to this RFI. Vendors are being invited to submit information relative to their potential to fulfill the requirement, in the form of a capability response that addresses the specific requirement identified in this RFI. The Veterans Benefits Administration (VBA) is seeking contractors develop new or tailor existing IT ALPs to meet Veteran employment needs by facilitating appropriate IT certifications. The result of this certification/training will be employment in the IT field with a prospective career path. Please see attached Draft Statement of Objectives. This RFI is to facilitate the Contracting Officer's review of the market base, for acquisition planning, size determination, and procurement strategy. DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Proprietary information is neither requested nor desired. If such information is submitted, it must clearly be marked "proprietary" on every sheet containing such information. Submittals furnished will not be returned to the sender. No debriefs will be conducted. Eligibility in participating in a future acquisition does not depend upon a response to this notice. This Sources Sought/RFI is for planning purposes, and does not constitute a commitment, implied or otherwise, that a procurement action will follow. VBA will use the information submitted in response to this notice at its discretion and will not provide comments to any submission; however, VBA reserves the right to contact any respondent to this notice for the sole purpose of enhancing VBA's understanding of the notice submission. The content of any responses to this notice may be reflected in any subsequent solicitation, except for content marked or designated as business confidential or proprietary which will be fully protected from release outside the government. REQUESTED INFORMATION Interested parties shall provide the following information electronically to the Contracting Officer, Megan Helm at megan.helm@va.gov by 5:00 pm (ET) on January 9, 2015. Format: Capability statements shall no more than five (5) 8 ½ " x 11" pages, 11 point font, in PDF format. Total page count shall include attachments or exhibits. Each page header shall contain company name and the RFI number. Content: Please address the following items in your response. 1.Your company's capability of fulfilling this requirement as it is described. Please be specific regarding the type of ALP program your firm offers and its components, the capacity your firm has in terms of number of students per year, and any other details pertinent to helping the VBA fully understand the market landscape. 2.Provide brief narratives on your experience with similar efforts. Describe scope and similarities/differences as pertinent. 3.The Government would prefer to issue this requirement as a firm-fixed price contract vehicle. Please identify any perceived risks or barriers in structuring this acquisition on a firm fixed price basis and include any and all assumptions your company may have on this requirement given the anticipated contract type. 4.The Government intends to structure the price schedule as a fixed price for program enrollment and a fixed price for program completion. Price for job placement within 6 months of program completion will be calculated as a percent of the price for enrollment and completion combined. Based on your initial review of the Draft Statement of Objectives please indicate an appropriate percentage for job placement activities. 5.Provide name of company, company address, a contact person's name, telephone number, and email address. 6.DUNS number, and indicate if actively registered on System for Award Management (SAM) Contractual vehicles the company holds, such as GSA schedules. 7.Socio-economic Status & NAICS Code: State the size of your company [e.g., 8(a) (including graduation date), HUBZone-certified small business, Service-Disabled Veteran-Owned small business, small business, large business, etc.].
