Description
Draft Section M Draft Section L J.2 Draft SPECS J.1 Draft SOW J.3 Draft CDRLS This is a Sources Sought Notice for the Marine Corps Systems Command, Program Management Office for Training Systems (PM TRASYS) Training Atmospherics Set Design Enhancements/Upgrades effort. A Draft Request for Proposal (Draft RFP), including a Total Small Business Set-Aside, has been attached to this Notice. The purpose of this Notice is to seek potential Offerors and solicit information to fulfill a requirement to provide Atmospheric set dressings for Marine Corps Training Areas. These set dressing will enhance and upgrade existing and future USMC Military Operation in Urban Terrain (MOUT); Home Station Training (HST) areas and Ranges. Currently, the existing MOUT and planned HST area facilities and surrounding Range areas are void of cultural realism. Even though these areas are equipped with streets, courtyard walls, buildings, and village shanties, the atmosphere is void of detailed cultural realism such as "prop" like items (furniture, billboards, faux foodstuffs, ersatz crops, colors and mud brick facades etc.) utilized during training scenarios. Generally, MOUT and HST buildings and walls have similar facades and lack the real world exteriors, interiors, and surrounding areas representative of realistic foreign urban areas needed for vital and realistic mission rehearsals. This project is designed to simulate a future or current deployable urban environment and support the war fighting skills and improve training opportunities for Marines, tenants, and joint service units aboard USMC training areas. The Draft RFP identifies the effort(s) required for designing, installing, managing, and documenting the Atmospherics Set. This RFP delineates efforts broken down into key conceptual areas: a. Set Drawings: This allows for the set drawings of a complete MOUT, HST, or Training Range or parts thereof to enhance a realistic training environment. b. Delivery/Placement: This allows for delivery and placement of complete sets within the training environment to support the training requirements. c. Logistics and Data: These efforts include all aspect of life cycle product support. d. Contract Management: This effort also includes delivery of timely information and data in order to manage the contract. The contractor shall provide multiple sets. The contractor shall adhere to the Atmospherics Performance Specification. The contractor shall provide a set designed for a standard unit of measure (UOM), which is essentially one (1) room/space. There is no requirement for lavatory facilities in the following set designs. The contractor shall provide a set that includes: a. A set that incorporates indigenous items that replicate an area of operations as designated with each delivery order with emphasis on training objectives. This is a general description of the effort and its locations, and is not all-inclusive. Questions submitted will be used to refine the solicitation. Pre-solicitation Conference: The Government will conduct a half day Presolicitation Conference on 8 January 2015 at MARINE CORPS SYSTEM COMMAND/PMM TRASYS offices in Orlando, Florida. The office address for conference is provided below. The Presolicitation Conference will be held from 14:00 to 16:00 Local Time. Any questions concerning the Presolicitation Conference can be directed to Mr. Jeff Petrusky, Atmospherics Project Manager, whose information is provided below. Potential Offerors shall submit requests for Presolicitation Conference attendance in writing no later than 06 January 2015 to the POC, Mr. Jeff Petrusky, listed below. Each company is restricted to two attendees. Pre-Solicitation Conference Location: MARINE CORPS SYSTEM COMMAND/PM TRASYS 3100 Technology Parkway Floor 2, Room 208 Orlando, FL 32826-3275 DISCLAIMER This is not a solicitation for proposals. This is a Sources Sought Notice and associated Draft RFP ONLY. It is solely for information and planning purposes shall not be considerd as a request for proposal or as an obligation on the part of the Government to acquire any products or services. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this Notice and Draft RFP and attending the Presolicitation Conference. Responses to the Draft RFP and data submitted in response to this Notice will not be returned. Information is being requested in order to refine the Government's acquisition approach with intent to award a competitive contract. No phone calls will be taken or email responses given regarding any questions for this Notice or Draft RFP.
