Description
Purpose of Announcement: In accordance with the FAA Acquisition Management System (AMS) Policy 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single-source procedures. FAA intends to award a single source contract to STR-SpeechTech of Victoria, BC. STR SpeechTech supplies StarCaster Transcribed Weather Broadcast (TWEB) and Telephone Information Briefing System (TIBS) hardware and support at three locations in Alaska. The existing StarCaster TWEB-TIBS systems located at the Juneau, Kenai and Fairbanks Alaska FSSs must be upgraded with new hardware and associated software. The contractor must provide labor, materials, tools, training, installation, transportation, and other services needed to implement a technical refresh of the StarCaster TWEB-TIBS hardware and software. The StarCaster TWEB-TIBS system, as originally procured from STR-Speech Tech Ltd, fully automates the conversion of transcribed (textual) weather information to audio recordings for Air Traffic operations. This item was developed by STR SpeechTech to FAA requirements for initial installation in 2004. STR-SpeechTech Ltd has full proprietary control over their software. No one else, either vendor or user, is authorized to modify or maintain their software and provided hardware at risk of unspecified fines or penalties. Therefore, no other vendor can provide the software support for the STARCASTER TWEB-TIBS systems.
