Description
Department of State facilities (embassies, consulates, and annexes) are globally dispersed. Also, there are several barrier suppliers that are approved for Department use. Consequently, installation details will vary considerably in terms of technical requirements, logistics, and local support. It is the ID-IQ contractor's responsibility to understand project requirements and manage details appropriately. The ID-IQ contractor is ultimately responsible for project logistics - purchase of the replacement barrier, transport, storage, arranging local construction services, disposal of the construction debris, etc. Replacement vehicle barrier systems must satisfy four conditions: (1) The vehicle barrier must be certified by the U.S. Department of State, Bureau of Diplomatic Security: a. DS List of Approved Vehicle Barriers; (2) The vehicle barrier must comply with OBO specifications: a. 2014 OBO Design Standards, Anti-Ram Barriers b. OBO Specification 324006, Anti-Ram Gate Systems c. OBO Specification 324007, Active Roadway Barrier Systems d. OBO Specification 324008, Hydraulic Bollard Barricade Systems e. OBO Specification 324009, Crash-Rated Drop Arm Systems (3) The vehicle barrier replacement must comply with International Building Code requirements; (4) The vehicle barrier replacement must comply with the vehicle barrier manufacturer's site preparation and installation documents. The typical installation steps that follow are drawn from barrier installation documents from RSSI Barriers and Delta Scientific Corporation, two major barrier suppliers. See attachments: (1) RSSI Barriers - Installation Guideline Handbook RSS-2000 Series Electric Vehicle Barrier, 2012 (2) Delta Scientific Corporation - Delta Phalanx Barrier Installation Instructions, 2013 Typically, the following material must be available on site prior to installation: (1) Equipment for excavation, soil compaction, removal and disposal of debris. (2) Street Saw or similar equipment for demolition. (3) Concrete placing and finishing tools (4) Steel re-bar (5) 3000 PSI (minimum) Mix Concrete (6) Lift equipment, capable of lifting and positioning the barrier A greatly simplified vehicle barrier installation process consists of the following: 1. Remove the Existing Barrier - the first step is to remove the existing barrier and excavate to a dimension that is appropriate for the replacement barrier. 2. Place Barrier and Install Conduit Infrastructure - compact the soil and place the barrier into the pit leaving space for concrete around all four sides. The barrier is typically installed above grade to allow water to drain, although local conditions may dictate installing the barrier flush to the existing roadway. In some instances existing conduit can be used; other installations will require installation of new conduit. Based on the layout and distance from the barriers to the controls, handhold may be necessary. 3. Conduit Connections - barriers are generally shipped with pre-wired connections to power, control, and accessory circuits. Wire necessary to make these connections is provided by the contractor. 4. Rebar and Concrete - place re-bar and pour concrete around the unit. Vibrate and smooth the surface. Allow sufficient time for concrete to harden before use. 5. Conduit and Termination of Controls - connect control and power wires from the barrier, control panel, and operator controls. Verify operation. IDIQ contractors work under the direction of the Department of State's (DOS) Bureau of Overseas Buildings Operations (OBO), and will be required to coordinate with other DOS offices, U.S. Government agencies, and sub-contractors.
