- REQUEST FOR INFORMATION: SOL-R5-15-00005 The subject REQUEST FOR INFORMATION announcement is published for market research purposes ONLY. Submitted information will assist United States Environmental Protection Agency (EPA) Region 6 with internal acquisition planning, obtaining market information assisting with set-aside decisions, and/or small business subcontracting goals, business arrangements, greening opportunities and recommendations on improvements to the draft Performance Work Statement (PWS). THIS IS NOT AN ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP REQUESTS. No telephone calls or emails requesting a solicitation will be accepted or acknowledged. Standard company brochures will not be reviewed. The purpose of this REQUEST FOR INFORMATION is to 1) determine the availability of small businesses, small disadvantaged businesses, HUBZone small businesses, woman-owned small businesses, veteran owned small businesses, 8(a) small businesses, capable of meeting the requirements of the attached draft PWS; 2) identify potential business arrangements such as teaming, joint ventures, and other relationships to meet the requirements of the REQUEST FOR INFORMATION; 3) improve the PWS based upon industry feedback; and 4) obtain information from the marketplace concerning any other areas that may assist the EPA. BACKGROUND: The potential contractor shall be prepared to provide enforcement support services to the Agency as described in the draft PWS and other references attached to this REQUEST FOR INFORMATION announcement. Requirements will primarily be performed in Region 6 states which include Arkansas, Louisiana, New Mexico, Oklahoma, and Texas. A potential contractor does not need to have all the capabilities to perform all activities to meet requirements listed within the PWS, but would need to demonstrate how they would cover all the performance requirements. REQUIREMENTS: Please provide a brief description of your company's ability to perform all requirements of the draft PWS. The capabilities statement shall clearly demonstrate how your company is capable of conducting Community Relations Support, Enforcement Support, Administrative Records Support, Freedom of Information Act (FOIA) Response Support, Superfund Documents and Records Support, and Special Projects Support. Include a summary describing how the contractor intends to perform each task in accordance with all applicable guidance, relations, and laws. Do not copy and paste PWS requirements as it does not demonstrate capabilities. The capabilities statement shall include comparable experience performing a contract of this scope and magnitude within the past five (5) years. Firms shall also provide point of contact information (name, title, telephone number, email address, and the Dun and Bradstreet (DUNS) number) for the efforts cited. The capabilities statement shall demonstrate your company's ability to perform multiple tasks across the five states of Region 6. Areas such as hiring, staffing and retention; capacity to fulfill the requirements; technological capabilities shall be addressed. The company shall be able to provide all necessary personnel, materials, equipment, and services in support of the performance requirements, qualifications delineated in the PWS. Contractors shall describe any Environmentally Preferred Practices they can utilize in performance of the attached draft PWS. Provide your company's size status for the referenced NAICS, (i.e. large, small). The applicable primary NAICS code is 541620, Environmental Consulting Services with a small business size standard of $15 Million. For more information on size standards under this NAICS code and the Small Business Administration (SBA) small business standards visit: http://www.sba.gov/category/navigation-structure/contracting/contracting-officials/eligibility-size-standards Provide information as to whether or not your company is a certified HUB Zone, small disadvantaged, woman-owned, veteran, service-disabled veteran-owned, 8(a) small businesses concern or large business. The EPA reserves the right to set this potential requirement aside for small businesses based upon this REQUEST FOR INFORMATION. If a potential contractor to this REQUEST FOR INFORMATION intends on forming a teaming arrangement, a joint venture, or some other business relationship, then this shall be addressed in such a way to allow EPA to fully understand how potential contractors intend to propose on a potential future requirement. A draft PWS is attached for your information; this document is not in final form and is subject to change based upon comments received from this REQUEST FOR INFORMATION. Potential contractors are asked to review the draft PWS and make any suggestions or recommendations for improvement. Please identify areas that are not fully addressed or lack clarity. With the information, EPA can improve upon the PWS at the beginning of the Acquisition cycle thus providing a more efficient and effective procurement. POTENTIAL CONTRACT INFORMATION: It is anticipated that the ONE contract will be awarded as an Indefinite Delivery/Indefinite Quantity (IDIQ) contract in fiscal year 2015 with a five (5) year period of performance. Fixed priced or Time & Materials task order(s) may be awarded against the IDIQ contract. The estimated maximum potential dollar value over the life of the contract is approximately $36,000,000. This figure is also subject to change. Loaded hourly rates (inclusive of overhead and profit) may be negotiated for the contract. These loaded rates will serve as the basis for pricing task orders. Please submit your company's response electronically with font sizes no smaller than 12 point and on standard 8-1/2'' x 11'' size paper. Please limit entire response to twenty (20) pages, ten (10) double-sided sheets of paper. Electronic submissions shall be in a PDF or Word format and be less than 10MB due to internal email limitations. Responses to the REQUEST FOR INFORMATION will not be returned. There is no commitment by the Government to issue a Request for Quote (RFQ) or Request for Proposal (RFP), or make an award or awards, or to be responsible for any monies expended by industry responses to this REQUEST FOR INFORMATION.
